I'm not sure what limp is, but galaxy-central is just the in-development 
version of galaxy-dist (i.e. it has the most recent commits).  Since bitbucket 
is back up, you can access galaxy-central here:

Hi Sarah,

Bitbucket is currently down.  This is a temporary situation, but I am not sure 
when they'll have service restored.  In the meantime, I've put a tarball up at:

http://dist.g2.bx.psu.edu/galaxy-dist.b258de1e6cea.tar.gz
