This usually means there is an error of some kind - perhaps a missing
tool. Sorry it is not more transparent - I'd check the Galaxy logs for
an error message if possible or open the JavaScript console of your
web browser

and see if there are any error clients side being reported. We've made
some improvements lately with this form - but there is still a lot of
work to do and there are a few github issues related to this I
believe.
