No Bryan I don't think it's saruman, but it is a great voice!
I actually think it's an actor with a very good microphone.

Subject: [Audyssey] Curiosity question regarding Dyna Man
Hi folks,
Well after about two years or so of debating with myself I finally got
around to buying myself a copy of Dyna Man. I've always found the ambient
sounds to be almost as enriching as Monkey Business, though obviously in a
far, far different theme. I did have one question that's been on my mind
for a while now. Is the voice on the main menu a synthetic voice, and if
so what is it? I don't believe it's ATT Charles because I've heard
samples of him and the Dyna Man voice doesn't sound like him. It does't
sound nearly so choppy for one thing. It actually sounds like Chrostopher
Lee from Lord of te Rings, although I doubt any Audio Game dev would have
the kind of money he'd be likely to ask for in exchange for lending his
voice to a game. So I'm curious what voice that is on the menu.
If everyone cared and nobody cried
If everyone loved and nobody lied
If everyone shared and swallowed their pride
Then we'd see the day when nobody died.
