This doesn't sound like an agonizingly hard game to implement, honestly.

long as the dev knows how to build whatever environment you want (side
scroller vs 3-d or whatever) the concepts you describe, on the surface at

drafting a more detailed concept for the game - write up everything from

to provide for development to get started.
