Hi Josh,
Yes, the PSP does have an operating system. Beyond that I can't tell you
much more than that since everything related to it is held very closely
by Sony and third-party developers in the know.
I'm not one of them for the simple, but important, fact I don't have
several grand to dish out to find out.
In terms of the PS 3 Sony is slightly more open about it since they
based the PS 3 OS on a highly modified version of Linux.
