I killed him once as well. I had level 50 in Elementalism. But last time I subdued him with the Wither Blade. Of course I was incredibly lucky that it unleashed such a powerful special attack. Tough is an understatement. The hail blade wouldn't have been enough. That's how tough. Keep plugging at Daggerspire. Trust me, it's well worth it. You won't even have to visit the Bazaar in order to raise enough money for the Hale Blade. It's closed because you have to complete the dagger spire adventure first. Visit the Bazaar in Graldok. They offer better prices than anywhere else. Just be prepared to take a thrashing from Illiok the Brave on your way out unless you have the Wither Blade and a whole heck of a lot of luck. Granted he won't kill you but it's still humiliating. Seriously though, visit Graldok and sell some stuff at the Bazaar. Chances are you'll have the 5000 gold and more before you know it. They offer fairly decent prices. Don't worry so much about Illiok. Chances are he'll be back in some later adventure so you'll have a chance to get your revenge later. But a thrashing's worth being able to afford the Hale Blade. It's an excellent weapon. It ain't pretty when the pretty leaves you with no place to go. You still don't always get what the weapons are worth, but you get real close. However, there is a quest I wonder if you've completed.
