Eunuchs in the city can now look forward to a permanent monthly
income.

The Municipal Corporation of Delhi (MCD) has cleared a proposal
wherein eunuchs will be given Rs 1,000 every month. Not only this, the
civic agency may also employ them for tax collection.

There are at least 3.5 lakh eunuchs in Delhi, according to the Kinnar
association. They will now have to register themselves with the civic
agency.

“The proposal was approved by the House on 15 March,” said Deep
Mathur, director, press and information, MCD. “It will be implemented
soon.”
A municipal councillor, Malti Verma, had floated the
proposal in
February.

“When they are young, they earn money through dancing and singing in
the streets but once they start growing old, they don’t have the energy
to earn like that. They don’t even have family to take care of them.
Some take to begging, which  borders on extortion many a times,” said
Verma. “It’s our responsibility as public representatives to help them.”

“It is better later than never. Getting a job is difficult for people
like us so such monetary benefits will surely help,” said Chandni, a
eunuch. “The government should also try to increase this amount.”

In Pakistan, after a Supreme Court order, eunuchs were deployed for
tax collection. In India too, they help collect property tax in cities
such as Bhopal.

In her proposal, councillor Verma had suggested eunuchs should be
used for tax collection in Delhi too. However, this is yet to be
cleared by the civic body.

In an observation that will cheer votaries of pre-marital sex and live-in
partners, the Supreme Court today opined that a man and woman living
together without marriage cannot be construed as an offence.

 

When two adult people want to live together what is the offence? Does it
amount to an offence? Living together is not an offence. It cannot be an
offence, a three judge bench of Chief Justice K.G.

Balakrishnan, Deepak Verma and B.S. Chauhan observed.

 

The apex court said there was no law which prohibits live-in relationship or
pre-marital sex.

 

The apex court made the observation while reserving its judgement on a
special leave petition filed by noted south Indian actor Kushboo seeking to
quash 22 criminal cases filed against her after she allegedly endorsed
pre-maritial sex in interviews to various magazines in 2005.

 

The judges grilled the counsel for some of the complainants in the case and
repeatedly stressed that the perceived immoral activities cannot be branded
as offence.

 

The argument of the counsel was that her comments allegedly endorsing
pre-marital sex would adversely affect the minds of young people leading to
decay in moral values and country's ethos.

 

Please tell us what is the offence and under which section. Living together
is a right to life, the apex court said apparently referring to Article 21
which granted Right to Life and Liberty as a Fundamental Right.

 

The apex court further said the views expressed by Ms. Khusboo were
personal.

 

How does it concern you? We are not bothered. At the most it is a personal
view. How is it an offence? Under which provision of the law? the bench
asked the counsel.

 

The apex court further asked the complainants to produce evidence to show if
any girls eloped from their homes after the said interview.

 

How many homes have been affected can you tell us, the Bench asked while
enquiring whether the complainants had daughters. When the response was in
the negative, they shot back, Then, how are you adversely affected?

 

Ms. Khusboo had approached the apex court after the Madras High Court in
2008 dismissed her plea for quashing the criminal cases filed against her
throughout Tamil Nadu.

*Statement from the Board of GLISA International on 19 March 2010*:

Following a meeting of the Co-Presidents of the Gay and Lesbian
International Sport Association (GLISA International) and the Federation of
GayGames on 5 March, 2010, in Manchester, UK, to discuss the future of
worldwide LGBT sport, culture and human rights events, the Board of GLISA
International affirms that One Quadrennial Event in 2018 is our joint goal.

Sports, Culture, and Human Rights will be essential components of the joint
event in 2018, as they have been in the past.

Preserving the legacy and accomplishments and honouring the past will be key
aspects, while evolving to reflect the continual world societal changes.

We see a number of steps needed to move in this direction:

   -

   Both organizations have committed to supporting and participating in the
   upcoming scheduled events: FGG: GayGames in Cologne, Germany and Cleveland,
   USA; GLISA: Continental Outgames in Wellington, New Zealand and Vancouver,
   Canada in 2011 and the 3rd World Outgames in Antwerp, Belgium in 2013.

   More discussions and collaboration are needed between the two
   organizations and all the members and communities which we all represent.

   A joint taskforce comprised of members from each organization will be set
   up between the two organizations to continue the discussions required to
   carry out our intended joint goal of one quadrennial event in 2018.

We imagine a time, sometime soon, where there is an Exodus 
International Gay  Lesbian Film Festival, and it plunks down in 
Kuala Lumpur. Because thanks to a revision in the Muslim-backed 
regulations regulating Malaysia's film industry, gay characters on the 
big screen are just fine when it comes to censorship regulators. So long
 as movie producers make sure they triumph over their homosexuality.
The new censorship guidelines reverse a ban on scenes 
featuring homosexuality, Malaysian Film Producers' Association president
 Ahmad Puad Onah said. But there's a catch. We are now allowed to show 
these scenes, he told AFP. As long as we portray good triumphing over 
evil and there is a lesson learnt in the film, such as from a gay 
(character) who turns into a (straight) man. Previously we are not 
allowed to show these at all.
The new rules, he insists, will allow greater freedom of expression 
for film-makers. But kissing, undressing and obscenity scenes will still
 be banned. We can do almost anything now but we are urged to give due 
considerations on the film's impact on certain areas like public order, 
religion, socio-culture elements and moral values.
But lest you think only homosexuality is the moral ill that must be 
cured by the denouement
It is not just homosexuality – subjects such as illegal 
racing can also be depicted. A report at the weekend said local movie V3
 Road Gangster was being shown in the cinemas since the illegal 
racers either died or were caught by police at the end.
Death and imprisonment? That's probably a qualifying ending for gay 
characters, too.

Being compassionate and caring comes naturaly to the good, its like breathing. 
Its their nature and they dont have to put in an effort. Unfortunately this not 
valued and understood in todays world.
There is no one called devil or satan. Its but our inner darkness. People 
generaly see their own refletion in others. Hence the good see others as good 
and sans vice. Only the supreme being exists and NOTHING ELSE.
