Failing is only gfortran.dg/allocatable_scalar_5.f90, which is PR 46485.

Fixed - hopefully.

The PR can be closed if a 4.6.0 (experimental) build for s390 does no longer
has a failing bessel_7.f90.

Mark as regression to keep in on my radar. The test case is new thus one can
argue whether it is a regression or not.
