Actually It looks like it still says:
gettext version 0.14.5 (or later)
Needed to regenerate gcc.pot.


Let me update that to the same as what is required to build GCC (if
--enable-nls is used and libintl is not supported).

The page says now:
The in-tree configuration requires GNU gettext version 0.22 or later.
