Rather than inferring 16-bit hwmult support from lack of
32-bit/f5series/none hwmult support, define a function which explicitly
checks for 16-bit hwmult support.

Successfully regtested for msp430-elf.

Committed as obvious.

        (msp430_output_labelref): Use msp430_use_32bit_hwmult.
