I did find the docs, yes, thanks.  The docs themselves are fairly clear,
though perhaps there needs to be a more straightforward Start Here.

My impression from them, though, was that a community should exist first,
before the actual proposal hit the list...?  If the other way around
works, I'll be happy to do it that way.

When we discussed graduation requirements on the incubator general  
list, the idea was to have the incubator review a release made by the  
team, and review the process of releasing.


There is still the open discussion of whether any of the Java package  
names need to be changed for an Apache release.


Recently, the River podling came up with a rationale for releasing  
Java code from Apache that was not in the org.apache domain, and other  
projects also release code in e.g. the javax name space. What's the  
current thinking of the subversion team with regard to the Java name  
space?

Please do step one, which is to add it to the
ReportingSchedule and Projects in Incubation table.

Clutch can then pick it up and start assisting
to track what remains to be done.

Clutch also tries to list the steps and point to the
relevant Incubator docs:

AFAIK, there does not need to be an existing community.
For example see PhotArk history here. Sorry cannot
remember its inital proposal name.

The Java src archive seems to include some of the binary artifacts (eg
webapp.war), the license/notice covers everything so its not an issue
