It is a public Jira instance on which anyone can create an account.
Sometimes spam happens. It is the cost of an open development process.

The infra team is already on the case to clean up the spam and is
looking into what further filtering can be applied to reduce future
instances.

Here’s the fork history:

gossip-protocol-java [1] —> gossip-java [2] —> Edwards github repo [3]

Both [1] and [2] appear to be developed by a single person. With very little 
development (each has only two commits, by a single author, dating back to 
2010). Both projects were also ASLv2 from the start.

Both authors have been contacted, and would be welcomed as initial committers 
should they respond with interest.

The Metron discussion Sean mentioned seems to start here [4]. The circumstances 
with Metron were very different from what we are looking at in this case.

This got discussed at length over the Metron proposal. We only need to
worry about an SGA from the original codebase authors if there is
still an active community.

AFAICT, there is not. A notice to the original authors about what's
happening with encouragement for them to show up if they're interested
should suffice.

That is a good plan to understand the code hand over. I mentioned this in
another reply, but if this presents and issue I am more than happy to do a
clean room implementation. There are a few reasons for this:

Firstly, we want to make a spec so that other implementations in other
languages can be build this might be easier if we truly start from a spec,
instead of reverse engineering a spec from the existing code. Secondly,
even though the code is already present, I suspect that as we implement
things on the road map the code base will change fairly drastically and
little of the original code will be in places after 2-3 releases.

To recap: If importing the current code is an issue, we can adjust the
proposal to do a clean room implementation. It adds complexity but not
anything insurmountable.

Ideal would be if Gossip were able to track down original authors and
invite them on as committers (even passive) and get a SGA from them.
Nevertheless SGA(s) for the contributions to the fork would also be good
(although they would also be covered by the Apache license's contribution
clause).

Otherwise there also could also be issues with the name Apache Gossip of
the original "lives on", so you would have to be prepared to change the
name, if needed.
