Thanks to everyone that participated. The vote to release Apache Zipkin API 
(Incubating) version 0.2.1 is now
closed. It PASSED with 3 (+1 binding) votes and no 0 or -1 votes:

Downloaded; checked sigs and hashes, LICENSE, NOTICE and DISCLAIMER;
compiled under JDK 8 on Linux; checked that release contains the same
code as the corresponding git commit; ran RAT.

Caveats:
* I did not inspect the -bin.tar.gz file.
* I got some test failures:
