[VOTE] Release Apache Daffodil (incubating) 3.0.0-rc1

The Apache Daffodil community has voted and approved the proposed
release of Apache Daffodil (incubating) 3.0.0-rc1.

We now kindly request the Incubator PMC members review and vote on this
incubator release.

Daffodil is an open source implementation of the DFDL specification that
uses DFDL schemas to parse fixed format data into an infoset, which is
most commonly represented as either XML or JSON. This allows the use of
well-established XML or JSON technologies and libraries to consume,
inspect, and manipulate fixed format data in existing solutions.
Daffodil is also capable of the reverse by serializing or "unparsing" an
XML or JSON infoset back to the original data format.

Hi all,

In the last few weeks, we have discussed and voted about graduating
Apache ECharts (incubating) as a top level project. Since it has been
blocked by the branding issue of the "gallery" for several weeks, I'm
going to call on a new round of vote now.

If this vote passes, the next step would be to submit the resolution below
to the Incubator PMC, who would vote on sending it on to the Apache Board.

[ ] +1 - Recommend graduation of Apache ECharts as a TLP
[ ]  0 - I don't feel strongly about it, but don't object
[ ] -1 - Do not recommend graduation of Apache ECharts because...

The "gallery" is a third-party tool so it should not use a domain name
containing "echarts" to mislead visitors to believe this is an official
product. So a new domain name makeapie.com is used for it and the
previous URL gallery.echartsjs.com redirect to it. See more information

X. Establish the Apache ECharts Project

WHEREAS, the Board of Directors deems it to be in the best
