Here is my checking list.
[x] Download links are valid.
[x] Checksums and PGP signatures are valid.
[x] LICENSE, NOTICE and DISCLAIMER-WIP files are correct.
[x] Source files have license headers if necessary.


A little concern is that
The size of  `apache-sedona-1.0.0-incubating-src.tar.gz` exceeds 190M. I 
suppose it is a big one.
After unzipping it, it contains examples and doc, many of which do not have 
license header. 
Is it necessary to include these files in the source code tar file?

I checked:
- incubating in name
- DISCLAIMER (WIP) exists
- LICENSE is missing mention of some 3rd party software [2]
- Is year range right in NOTICE?
- No unexpected binary files
- source files have ASF headers
- can compile from source

There are some test files I think I like to know where they come from e.g. 
county_small_wkb.tsv [1] and what license the contents are under.

The LICENSE here seems odd why does it have "Copyright (c) 2019-2020, Apache 
Sedona” in it?

Please put instructions on how to build in the release, instructions can change 
over time so pointing to a URL may not be helpful when trying to build older 
versions.

I’m +1 for Daffodil to go to TLP.

They have been active and operating in the Apache Way for a long time. They 
participate in Apachecon.

Slowness was with Community Growth and they have managed to grow their 
community in the last year.
