I checked:
- incubating in name
- LICENSE and NOTICE are good
- signatures and hashes correct
- All ASF  files have ASF headers
- no unexpected binary files
- I didn’t try compiling from source

A spot check on LICENSE showed a couple of minor issues wth LCENSE e.g 
"Copyright (C) 2000-2008 Julian Seward.” should probably be 2000-2012 and a 
similar issue with the years for the The Chromium Authors.

Thanks Justin, this guideline is very helpful.

We should also notify those projects who are not complying with the
guidelines. As a PPMC of the incubating project, I always follow
practices of TLP.

Some care need to be taken in doing this from a branding perspective and ASF 
policy view. In general this MUST NOT be on the home page.

From a recent email that was sent out:

WHY: the ASF is strictly vendor-neutral. Listing company names and/or logos on 
a project's home page is disallowed as it can imply "ownership" or preferred 
status or otherwise imbalanced relationship. Whether this is the case or not, 
it is not acceptable. The policy is the same as "thanking" companies for their 
support of a project http://apache.org/foundation/marks/linking#projectthanks 


WHAT WE'RE NOT SAYING: please don't misunderstand the "no third party logos on 
your homepage" policy. We *love* projects promoting their users! Many of you 
have commented that we always include user organizations in our press releases 
--one of the first things that members of the media and analyst community ask 
is, "who uses you?". We're proud of all our projects and your collective 
efforts: we want to ensure that everyone is being fairly represented and 
considered.

I believe a number of project and not complying with the above.

About organization/project logos in the "powered by" or "community" page

Hi all,

I saw some projects' websites put a "logo wall" with
organization/project logos in their "powered by" or "community" page
[1,2]. Do we need to have explicit consents from those organizations
before putting their logos?

Also, what's the best practice for this? I saw most projects only put
a list of names/links.

Thanks for doing the research, Bertrand. That thread describes a case (from 
2019) that is virtually identical to this one.

I recommend Hop does the same as that case: remove that person’s name from the 
resolution, and vote them in as a PMC member after graduating. Since the effect 
is the same, they can do that without requiring a vote on dev@hop.

For the record, my reading of the thread is that resolutions MAY include 
non-Apache people but the candidate project removed the non-Apache people from 
the resolution in order to accommodate limitations in the tooling.

I don't think that's the case, in previous similar cases Board members
asked for the resolutions to be modified to avoid including non-apache
email addresses [1].

it's very easy for the PMC to fix that as soon as it's created, by
voting in the "missing" member. To me that's the safe option here.
