- disclaimer exists
- LICENSE and NOTICE are fine
- No unexpected binary files
- All ASF files have ASF headers
- Not on a supported platform to check if it compiles

Sorry it’s -1 (binding) form me as it contain 3rd party code that is not 
mentioned in LICENSE.

I checked:
- incubating in name
- signatures and hashes are file
- LICENSE is missing license for 3rd party code [1] (this file probably 
incorrect has an ASF header as well) [2]. Is there any other 3rd party code in 
the release?
- NOTICE is OK (but may need additional text if those 3rd party bits of code 
include a NOTICE file)
- All files have ASF headers
- No unexpected binary files
- Can compile from source

It's mentioned in your LICENSE files for instance [1]. Not that in this case it 
is Dual licensed and you should select which license applies. Hint don’t pick 
the GPL one.

While it is under ASL 2.0 a grant would be preferred but not required. All 
incubating projects still need to pass IP clearance. What most projects do itis 
identify all contributors to the code base and have them, if possible, sign 
ICLAs.

[QUESTION] Code grant or IP clearance?

For KIE, all of the software that will be part of the podling is already 
licensed as ASL 2.0. Do we need to have a code grant, or simply pass an IP 
clearance? I realsize that trademarks are a different question and will require 
a grant.
