[VOTE] Recommend 'Apache SINGA graduation to Top Level Project' resolution to the board

In the four and a half years that Apache SINGA (incubating) has been
a part of the Apache incubator, the community has grown, diversified,
and adapted to the Apache Way. We believe that the project is ready
to graduate to a TLP.

As a community, we have discussed [1] and voted [2] to graduate to a
TLP, we have worked through the maturity model [3], notified the IPMC
that we have the intention to graduate [4] and proposed PMC chair [5].
We filed a software grant [6] and discussed the graduation here [7].

Please take a minute to vote on whether or not the IPMC should recommend
the resolution below to the Board by responding with one of the following:

[ ] +1 Apache SINGA should graduate
[ ]  0 No opinion
[ ] -1 Apache SINGA should not graduate because...

Thank you for the careful checking.

To answer your questions:

1. The affiliation of the proposed PMC can be found here [1]. It shows that
the PPMC members belong to six different organizations (not counting the
affiliations of the mentors)

2. The README file [2] was updated to recommend using docker images for
official releases instead of docker nightly builds.

Item: Check and make sure that the papers that transfer rights to the ASF
been received. It is only necessary to transfer rights for the package, the
core code, and any new code produced by the project.

Hi Justin,

The download page of SINGA is (
https://singa.incubator.apache.org/en/downloads.html ). The page that you
mentioned is the index page. The official ASF releases are in the downloads
page.

The index page is the landing page of the website and it contains all the
different ways to get started with SINGA. The index page encourages new
users to start using the system on pre-installed environment such as AWS or
Docker.

We will create a ticket to move the docker image under Apache and add
missing files to it.

Re: Grant edit permission for airflow confluence wiki

Hi all,

I also would like to ask for permission to create a wiki for SINGA at
confluence, but I am not sure if this is the right place to send the
request.

We are working on the graduation of SINGA from the incubator (See
https://issues.apache.org/jira/projects/SINGA/issues/SINGA-405) and I would
like to write the ASF Maturity Evaluation at the wiki. But I don't have
permission to create a wiki or a page in it. My user name is: moaz.

Can any one please advise on this?

SINGA is a general distributed deep learning platform for training big deep
learning models over large datasets. It is designed with an intuitive
programming model based on the layer abstraction. SINGA supports a wide
variety of popular deep learning models.

The release is available at:

The main features of this release include:

-Implement autograd (currently support MLP model)
-Upgrade PySinga to support Python 3
-Improve the Tensor class with the stride field
-Upgrade cuDNN from V5 to V7

-Create alias for conda packages
-Complete documentation in Chinese
