the usual comment when this arises is: please post to the correct list (which is tomcat-user please read http://tomcat.apache.org/lists.html).
however, i'd would strongly suggest that you research your problem and try to prepare a better question before posting. tomcat is a specification-compliant servlet container and i suspect that your question is really related to the servlet specification in general (rather than tomcat specifically). it does not contain general information about creating J2EE application since better sources exist elsewhere. there are very many books and articles (in many languages) which cover tag libraries. please take a while to google and then read them.
