[gentoo-dev] Packages up for grabs: telepathy related packages

GNOME 43 will no longer need these packages. They seem to be in varying
states of decay upstream.

- net-im/telepathy-connection-managers
- net-libs/farstream
- net-libs/sofia-sip
- net-libs/telepathy-farstream
- net-voip/telepathy-gabble
- net-voip/telepathy-rakia
- net-voip/telepathy-salut

These are maintained upstream, but GNOME 43 doesn't need them.
gstreamer@ was a backup (and is now the primary) maintainer of
media-plugins/gst-plugins-libnice, so it should probably take over
net-libs/libnice as well.

- media-plugins/gst-plugins-libnice
- net-libs/libnice

I've dropped gnome@ as a maintainer of all of these packages.

Some of the tooling in here is common in procmail recipes. While i'm not
sad to see metamail go, I suspect there might be some surprising
usecases that need fixing.

metamail used to be very common with procmail recipes.

Two binaries stand out, and if there's anybody who runs into this
removal being a problem, these are probably cases that could use fixes.

mimencode:

This recipe had a bonus that it made the mail on disk possibly to
trivially grep, whereas if it was still base64, it wouldn't have
matched. Probably possible to replace with a simple script.

metasend:
Good way to send data/files from the commandline while controlling the
MIME structure. This was sometimes used to encapsulate an entire
incoming mail in procmail and resend it. Harder to replace.

To me usrmerge alone would be sufficient to provide new release, but
adding more changes in is a good idea too.

I would like to switch ppc64le profiles to 128-bit IEEE long double ABI
23.0 seems like a good cause to finally tackle it.
This will need some toolchain magic, I will open a bug and block
profile-23.0 tracker.

I tried the switch about a year ago and ran into some trouble with
projects that bundle gnulib.
