The dlang repository offers a gcc ebuild that adds the patchset to build
the gdc. It's behind a USE-Flag. Still it is exactly the same as
sys-devel/gcc::gentoo besides the additional feature.
But I don't think the dlang repo should mask gcc::gentoo.

You have your userbase ;)
In order to reach as many as possible you could create a news item. Or a 
mailing list post. Ask them on planet.gentoo.org ;) Tell them how good ninja
performs :)
Ask them to set the generator to ninja in their make.conf to test if their
packages still compile. They create bugs for failing packages and you can
easily hard code good old emake in the specific packages.
As default there probably should always be emake. IMHO a working build system
always is better than a fast but potentially broken one :)

 A few years before I became I dev, I did a short stint as a
 bug-wrangler -- iirc all you need to do is train yourself via the
 bug-wrangling guide and find someone to vouch for you in order to
 obtain write-access to bugzilla.  I don't know who you would talk to
 about this right now (NP-Hardass maybe??) but I'm sure that we could
 use the help, if you wanted to lend a hand.

I think I will just go and contact bug-wranglers and look what's happending ;)
