I'd like to propose adding the following global USE flag:

  zip - Enable support for .zip archives

The following packages match this description rather exactly:

 local:zip:app-text/glark: Support for ZIP files using dev-ruby/rubyzip
 local:zip:dev-games/cegui: Enable the Minizip resource provider
 local:zip:dev-games/ogre: Support zip archives
 local:zip:dev-games/physfs: Enable ZIP archive support
 local:zip:dev-lang/php: Enable ZIP file support
 local:zip:kde-apps/ark: Enable ZIP archive support via dev-libs/libzip
 local:zip:media-gfx/nomacs: Build support for zip archives
 local:zip:media-sound/mpd: Support for ZIP files

The following are unclear in their matching:

 local:zip:net-libs/libwebsockets: Support serving pre-zipped files
 local:zip:dev-libs/poco: Add support for the zip & gz archive formats
 local:zip:dev-ml/ocamlnet: Enables netzip support to read/write gzip
data using object channels
