Nothing about bug wrangling is automated, unless you mean the trivial
scripts individual wranglers might use to gather information.

Automating the processes of basic communication and relations
between/among humans is probably not within the scope of the Gentoo
Project for the next few years.

AFAIK, it's a lot more automated than it used to be, but not yet fully 
automated.  I'm sure Jer can fill you in on the details.
