If it is needed a bootstrapping , you could build a binary version of the necessary components of the package, that's what we do with ghc and many of the languages packages inside dev-lang. Perhaps you could build the build tools and install them to some directory under the temporary build directory and use them from there by adding that directory to $PATH or by calling them with full pathnames.
