At the moment, this is the case, yes.  However, our ideal is to
eventually have one that works inside the Prefix environment to e.g.
start/stop databases, etc.

Because original baselayout-1 doesn't compile, and we don't need all it
provides.  So basically just to get the functions.sh, env-update.sh,
env.d/*, etc. we have a very slimmed down version.

I haven't tried 2 + openrc to see what happens yet.
