Nope.. Gentoo by default uses gensplash instead of bootsplash.

Look up spock the gentoo developer. 

or do an esearch for splashutils for the URL.

In response to the second portion, it varies from shell to shell. 
Assuming you're using bash, add the following line to your ~/.bashrc
alias ls='ls --color'
