Ok! Thanks to all who offered suggestions. I finally got it working.

Bottom line was, you need to re-emerge Xorg to get it working.

I noticed this line while emerging xorg:

* Switching to ati OpenGL interface...
 Regenerating /etc/ld.so.cache...

I then re-emerged the ati-drivers which turned out to be a mistake.
During my desperate attempts to get it working I forgot I had installed
the drivers which I downloaded directly from ATI. So re-emerging the
ati-drivers which are a few versions behind the official drivers caused
a incompatible kernel module, direct rendering will not work error
when starting X.

No problem, I simply re-installed the drivers downloaded direct from ATI
and now everything is working including direct rendering!

I think some notes should be made on the ATI-FAQ about re-emerging Xorg.
I'll send a note to wedge__ AT fastmail.fm.

According to everything I've read, the ATI 9550 should be fully
supported with Xorg.

I have followed the steps in the Gentoo ATI FAQ to the letter (in fact
several times over) and I simply can not get this card to work right.
The log always reports DRI initialization failed! and my desktop is so
slow I can watch most windows draw.

If someone could have a look at my Xorg.log and give me a hint as to
what might be wrong that would be greatly appreciated.

You need to enable the GLX extension en xorg.conf, ie:
in the Module-section (Section Module), append 
Load glx
before EndSection, and try again :)

Sorry for not including it in the original posting but here is the
section from xorg.conf which includes the load glx. Following that is
the error message it generates in the log file. Then the listing
of /usr/lib/modules/extensions/ which (sort of) contains a libglx.so. I
think this may be where the problem is but I'm clueless as to why libglx
wouldn't be working.

The module not existing would seem to be a good reason that it doesn't
work :) .

I'm wondering if the drivers built correctly in the first place.

What version of the drivers, what kernel, is /usr/src/linux symlinked to
the actual kernel that you're running, and could you re-emerge the
ati-drivers package, watching *very* carefully for any messages that say
that DRI could not be built? (If such a message appears, the emerge will
complete 'normally', but the drivers won't work, as you might imagine.)

I've re-emerged the ati drivers several times but can't hurt to do it
again... Following is the output.

I previously had an nvidia card installed (and working great I might
add). Could there be any left over flags in a portage config file
someplace that might be screwing things up?

I'm a Linux veteran but new to Gentoo/Portage so I'm still a bit lost as

nothing new in a while Does Xorg need to be re-emerged to get this
working?

And does that file name libglx.so.1.0.7174 seem right?

I think so. My dates (as you can see in my previuos message) are Aug 
6.
Looking for Aug 06 in /var/log/emerge.log, I've found:
- nvidia-kernel: not emerged on Aug 6
- nvidia-glx: not emerged on Aug 6
- opengl-update: not emerged on Aug 6
- xorg-x11-6.8.2-r2: emerged on Aug 6
