Good clue, thanks. Just for fun I did a virtualbox install of Fedora 17 because I haven't tried it for years, and I stole all *nfs*.service and .target files I found there and, mirabile dictu, my gentoo nfs server is working again :) I probably don't need all of those files just for NFSv3, so I'll experiment to see how many of them I can disable.
