This is not true.  Userspace programs interact with ALSA through the
libasound library, and I'm pretty sure that's where the incompatibility
is.  In addition, alsaequal is a plugin so there is the caps-plugins
layer.

Same here. ALSA never was a problem w/ Debian. -- Even on testing and
ever before the "SystemD".

It worked for me on squeeze.  I haven't tried jessie.

Yes, I have noticed this too, very sadly (as I'm the perpetrator of
[1]).  I think it is just bitrot: ALSA marches on, including API
changes, while alsaequal hasn't been touched upstream for many (at least
5) years.
