If you are running new-style, you should upgrade to -r30 (which also fixes the security issue). Considering apr and apr-util are all masked by ~x86, it wouldn't make sense for stable apache to depend on apr. In fact, if you look at the various apache ebuilds, it seems apache2.x that is ~x86 all depends on apr, and apache2.x that is x86 all have !dev-libs/apr-util in it. And how do you know that 2.0.54-r15 has the new layout and configuration? I personally don't know how to tell.
