apcupsd.powerfail kills power to the UPS - it should only be enabled on
the last machine to shutdown, otherwise it will cut power to machines
that could potentially still be shutting off.

On a slave machine do I run only apcupsd only or I need to add: 
apcupsd.powerfail to shutdown level as well?
