I am clearly pretty late to the party, but I tested a fresh install of Ubuntu 
18.04.02 and Ubuntu 19.04 (nightly) with tomcat8 and geoserver.war. No plugins 
attempted.

 

Did some layer previews, a few random GetCapabilities. No problems noted with 
either configuration.
