Seaching in Google you can see http://www.gimp.org/ (scroll down to "GIMP 1.2.3 for Windows Released") or a more precise thing like http://lists.xcf.berkeley.edu/lists/gimp-developer/2001-December/006179.html You can try places like http://registry.gimp.org/ too, and you will find that user filter make "filter factory plugins"-kind work too.
