Not that I know of. I agree this would be a great idea, I'm
adding the gimp-web list as a CC.

A few examples are for the GNOME and Ximian artwork. Also, I know
that Bruno Bellamy (http://neverland.net/bellamy/), who
illustrates a number of French magazines, uses the GIMP for most
of his work.

Having percentages available everywhere as standard units would be great
but if all you want it for is to be able to add guides at the 10 %
position of an image then I've just modified this script to do just that

It adds a menu item View, New Guide (by percent)...
it prompts you to choose horizontal or vertical and the position

Umm, that doesn't work real well if you need to move the selection by a
reasonably large number of pixels, say 100 for example...

Hold Shift and press the cursor key four times then. You can also just
use the mouse and keep an eye on the statusbar.

PS: Please note that I am not arguing that all this is perfect and
can't be improved. I am only pointing out ways to achieve the
desired result.

Shift + cursor gives moves of 25-30 pixels at a time, but I don't know
where that is set.
