You can get it from http://www.logarithmic.net/pfh/resynthesizer as a tarball (or rpm for various Linux distros or in a Windows version). This type of problem is brought up frequently here and on the gimp-developer mailing list, usually by people running GIMP under Windows. Often, the compiled version of the plug-in is not up-to-date, or is compiled for an older version of GIMP. I suggest asking the author (Paul Harrison) of the plug-in about this, if the version of resynthesizer provided on the homepage (http://www.logarithmic.net/pfh/resynthesizer) does not work for you.
