Sure. You didn't mention the operating system in your email, for starters :)

If it was e.g. Linux, we'd tell you to check, whether the plugin file is
executable (and make it one, if that is not the case already).

In the past I have found the menu locations of scripts by opening them
up with a text editor and hunting it down there.

[Gimp-user] Smart Separate Sharpen

Just downloaded and installed this script from the GIMP Plugin Registry,
but I can't seem to find it on any menu. Can anybody tell me where I should
find it listed?

Color Decompose v0.2 downloaded from the GIMP Plugin Registry. I got there
by following the link in your "Digital B Conversion" article in the
Tutorials section of the GIMP website. Following along in the article, I
see now that my failing script is not creating the YCrCb layers.
