Clone and Healing tools have not changed significantly from GIMP 2.8:
1 - Select a source region from the image (hold CTRL then click)
2 - Paint elsewhere on the image to clone/heal
Pay attention to your other tool options as well. For example, unless you have
the "Sample merged" option active, the clone source will only use whatever
layer you set the source to.
And remember, we're not standing over your shoulder to see what you're doing
when this problem is happening; so unless you can record a video of it, you
need to describe EXACTLY what steps you're doing.
