If you export to JPEG, you can't have transparency (format doesn't
support it), so you get the backrground color instead.

But what is the "cut tool"?  By default the "crop tool" crops the image
(all layers) so there is no transparency left.

When using the cut tool it cuts the image as aspected. The area outside the 
cutting line is made transparent. But when exporting and importing the image it 
has the original size with the "removed" area colored with the background color 
used when the image was exported. The image original is showing fine inside the 
cut area.
