You can get a very similar result with:

- duplicate the layer

- apply the change to the top layer

- adjust the effect by reducing the opacity of the top layer

It was removed over a year ago for being irreparably slow. A far
better replacement for GEGL-based filters (incl. White Balance) is
coming in the next release.
