Is the mouse behaving erratically with any other application? Have you cleaned 
it recently? (Yes, optical mice need to be cleaned.)

This suggests a problem with the mouse or cable.

However, are you running any screen recording software? Are you using a
graphics tablet as well as a mouse  (and which version)?

Since you don't say, I'm guessing this is on Windows 10 - are you
trying the Windows 11 preview? Did anything else change on your system?

Are other programs affected? E.g.  inkscape, Krita?

Have you enabled any accessibility options such as "show mouse
pointer"?
