Hi!

 I want to use Ekiga in other Language (Finish) . Should i need to chnage
 some file ?

The finish translation of ekiga is 89% according to [1]. If your desktop
is in finish it should automatically start ekiga in finish.

If you want to help improve the finish translation, contact the
translation team. (see [2]).

 irrespective of desktop language ( i will be using it on Windows )

Don't know, I never use Windows ;) In Linux you would set the environment
variable LANG=fi.

I found one fille ekiga.scehmas and it contains different languages with the
tags like this locale name=C for english locale name=ar for arabics
etc

where should i do chnages so it will select the other language then the
default one

Try asking on an Ekiga user support list or forum. This list is for
GNOME (including Ekiga) translators. It is not an Ekiga user support
list.
