We're not under Hardcode Freeze yet and I don't consider this a UI
change as these are GSettings strings (both would be release team
territory).
This is about String Freeze, hence the L10N Coordination team has to

As Florian pointed out, i stuffed it in the power screenshot so I
wouldn't have to do 3 different ones:

While you are changing strings anyway, could it be possible to include
a patch to fix ambiguous strings in that code[1]? It's really
necessary in many languages, including mine (Polish).

I can't imagine this patch will cause problems. It doesn't change any UI, etc.
It is technically a string freeze break though, so I think you'll need
to get the okay from gnome-i18n@ before committing.

String freeze break request in gnome-shell

Sign In strings in login window. I need different translations for
them in Polish (one is a button [2] and another is a window
title/command [3]). I'm pretty sure some other languages need this
too.

String freeze break request for gnome-shell

  but while at it I'll include it in this request; the new string
  in question is %d%%, to allow translators to move the %-sign
  in front of the number or replace it with a more appropriate
  character. Most locales should be fine with the default, so the
  impact is low.

  This adds context to an existing string. Unless there are
  objections, I'll push a follow-up patch which adjusts existing
  translations, so again the impact should be low.
