That's a requirement for the addition to the L10n stats pages. In addition, gazpacho needs to use intltool (http://cvs.gnome.org/viewcvs/intltool/) so that the translations can be extracted for presented at l10n-stats.gnome.org. As Simos already said, gazpacho cannot be translated by the GNOME Translation Project nor added to the GNOME l10n stats as long as it is not in the GNOME CVS/SVN repository. Sorry.
