Glenn, if you mean seeing the accounts and reports and you are running on 
Windows 10 take a look in

c:\users\FamilyUser\.gnucash\books

There should be a file with the same name as the gnucash file with a .gcm 
extension added. i.e. If the gnucash file is MyBooks.gnucash look for a file 
named MyBooks.gnucash.gcm

Exit gnucash.
Copy the .gcm file to c:\users\NewUser\.gnucash\books\
Start gnucash.

The same accounts and reports should be visible now.

That sounds like a permissions issue.  You need to be sure that both the
GnuCash program and your data file are accessible under your new User ID.

How are you trying to open the accounts?
Try using File > Open and browse to the accounts file.
