A bar code reader is simply a serial or USB entry device. It will give
you the numerals in the bar code and let you enter them into a document
/ file / database etc.
Turning those listed numerals into an item requires a database and a
lookup table.
My experience was with trying to catalogue the books in our house,
using a bar code reader for the ISBN codes.

If by 'receipt scanners and software' you mean something that can OCR an 
image of a receipt and magically turn it into a transaction, then the 
answer is, "None." There is such software out there to allegedly perform 
such magic (I've never seen it in action) but if it can output either a 
CSV or something you can convert to CSV, then you can import said result 
to GnuCash, but there isn't any software I'm aware of that directly adds 
such OCR capability to GnuCash.

GnuCash is completely agnostic when it comes to scanning, so just use 
whatever you have, save the images to disc, and link them to your 
transactions as described in the manual section 6.3 6.3. Associating an 
External File with a Transaction:
