When air bilaterals are concluded, the traffic rights are granted to the
designated carriers of the respective countries. Hence when
international routes are opened up for private Indian carriers, their
names will be added to the designated carriers from the Indian side.
I would assume that India would first accommodate these carriers to
countries where it has an open skies agreement.
Gulf is probably off limits for now because the Gulf countries, which
are spending a lot on developing its own airlines, do not want an
additional Indian carrier to compete on the lucrative Indian routes as
well as the fact that the Indian government may want to give some
additional time to Air India to shore up its position. Along with that
we probably may have no gates available for these new carriers at
airports in the Gulf, unless Air India withdraws.
