TEACHERS ARE NOT EMPLOYEES: In a ruling, which may sound improbable on the face of it, the Supreme Court has held that teachers are not "employees" under the Payment of Gratuity Act, 1972. "Non-use of such a wide language in the definition of "employees" in Section (2) of the Act reinforces our conclusion that teachers are clearly not covered within the definition of the Act," observed a bench of Justice Shivaraj V Patil and Justice DM Dharmachari in a judgement delivered on January 13. (UNI report in Herald) GEDC WILL BE SET UP AT COLVALE: The newly constituted Goa Education Development Corporation will now be set up at Colvale-Tivim, and not at Dhargal as announced earlier. The notification for acquiring 5.5 lakh square metres of land, near the Housing Board Colony at Colva, will be issued in a week's time. (GT) RIGHTS LAWYER DEMANDS APOLOGY FROM TOP COPS: Goa police have been accused by noted human rights lawyer, Nandita Haksar, of abusing powers to intimidate her, her family and her client-Syed Abdul Rehman Geelani-while on a Goa visit recently. Geelani, the Delhi University professor, who recently had been acquitted by the Delhi High Court in the high-profile Parliament attack case, was a guest of Haksar. (H) EXTRA FAST ATTACK CRAFT: At a colourful function held at the Goa Shipyard in Vasco on January 14, the Extra Fast Attack Craft T-83 was commissioned. A second vessel of the same type will also be handed over to the Indian Navy in March this year, six months ahead of schedule. (GT) HEART-BURN AT 'ART FOR HEART': The Fontainhas Festival of the Arts is being held on a wider stage in Mala and Fontainhas (in Panjim), with 42 galleries in heritage precincts and 12 street galleries, lots of music and great food. Artists and lovers of art could not have asked for more. But this year, some organizational problems have cropped up, with cartoonist Alexyz, who had fully supported the one-of-its-kind Festival, being one of those artists who walked out after he found that he was displaced. A meeting was held by the Goa Heritage Action Group to discuss organisational matters with the artists yesterday (Jan 14) evening. (GT) RETURN OF "SUNAPARANT": On January 16-Opinion Poll Day--Goa's only Konkani daily "Sunaparant" will reappear on the stands. In its new, colourful look it will contain 10 pages on weekdays and 14 pages on Sundays. The sample issues were out during the past few Sundays. Says its new, young and energetic editor Sandesh Prabhudesai, "We have chosen the day for the relaunch because it's an auspicious one. On 16th January 1967, the historic Opinion Poll was held in Goa. Imagine if people had voted for the merger.It's not a mere newspaper, it's a mission too." A short function to mark the relaunch will be held at the Open Air Auditorium of the Kala Academy, Panjim, at 5.30 pm, with Chief Minister Manohar Parrikar and Leader of the Opposition Pratapsing Rane attending it. STUDENT HANGS HIMSELF: A ninth Standard student of Mahila Nutan High School committed suicide yesterday. The boy was found hanging from a ceiling fan at his residence in Gogol, Margao. His parents told the police that examination tension might have nudged the boy towards suicide. (GT) SPOKE IN BEAUTIFICATION PLANS: The Corporation of the City of Panjim has written to the Superintendent of Police, North Goa, stating that some anti-social elements are systematically defacing, damaging, and stealing public property in Panjim and has sought necessary action in the matter. The complaint states that during the last couple of months several contents introduced to beautify Panjim have been either damaged or stolen. (H) BAHRAIN PM COMING: Bahrain Prime Minister Sheikh Khalifa Bin Salman Al Khalifa is arriving in Goa on a three-day visit from 17 January. (GT) FAST TRACK COURTS: Two fast track courts have finally been set up and have started functioning in Panjim. However, their functioning has been hampered by an insufficient number of public prosecutors handling these courts as well as the District and Sessions courts. (GT) KALAM PREFERS RASSAM: President APJ Abdul Kalam, in his trademark low-key style, feasted on little more than "rassam-rice" during his two-day visit to the State. A reliable source informed that Dr Kalam's breakfast at the Raj Bhavan comprised "idli-sambar" and "parathas"-of the "aloo" and "methi" varieties. Come January 19, the locality will witness the staging of the tiatr "Dhag" to mark the one hundred years of celebrating this drama form in the locality. "Dhag" is written and directed by Luis Vicente and features. Fondvem is a locality of Ribandar, and its tiatr dates back to the year 1904, when it all started with the staging of the "Zagor". The late Caetano Xavier Fernandes was the brain behind this venture, organised by an association of locals called Dha Zannacho Ekvott". (H) YUVA MARATHI SAHITYA SAMMELAN: The two-day 10th Yuva Marathi Sahitya Sammelan organised by the Gomantak Marathi Akademi starts at the Shantadurga temple hall, Dhargal, Pernem, from Saturday (Jan 17). The main aim of the two-day sammelan is to create a platform for encouraging the youth at high schools, higher secondary schools, college and university levels to contribute and appreciate the Marathi literature. (GT) HELMETS AND PAY-PARKING: As is our wont, we in Goa are often happy to take a populist stance over issues, to postpone hard decisions, or to go along with the majority in the belief that the majority is necessarily right. Or that their interest is sacred. The debate over helmets and pay-parking is just one case in point. Needless to say, there are some good arguments coming up against both the plans-for helmets and pay-parking. But, again, just having better arguments doesn't necessarily make one correct.
