will have another meeting with Digu, and Digu will

[Goanet] GMAS' Memodandum to CM on SEZs

2007-11-13 Thread Goa Suraj Party
GOA'S MOVEMENT AGAINST SEZS.
p.Box 242, Panjim-Goa.
Ph: 273 (m) 9822160941
Email: [EMAIL PROTECTED]

Ref: SEZ/03/07
Date: 09.11.2007

To,
Mr. Digamber Kamat,
Chief Minister of Goa,
Secretariat,
Porvorim-Goa.

MEMORANDUM

Sir,

We, the undersigned representatives of various political parties and
non-governmental organizations and individuals, hailing from every
cross-section of the Goan society, have come together under one banner, for
a common cause and the sole objective being 'GOA'S MOVEMENT AGAINST SEZs'.
We wish to inform you through this memorandum, our total opposition to the
establishment of any SEZ in Goa including IT Parks and Food Parks.
Therefore, we demand immediate cancellation of all SEZs, IT Parks and Food
Parks in the state of Goa.

Our reasons for this demand are as follows:

1. Goa is the smallest state of India with highest density of
population per square kilometer, with reference to the rest of the country.
The 18 SEZs proposed by the government, as per the information obtained
under RTI Act, demand an area of 1200.77 hectares (without the area of the
18th SEZ being processed). Goa has scarce land resources and cannot afford
to give away any land for such projects, all the more, when these will not
accrue any benefit to the state and its people.

2. The promotion of these SEZs on land within the jurisdiction of local
bodies, without obtaining the approval from the Gram Sabhas of the local
bodies, amounts to a gross violation of the 73rd Constitutional Amendment of
the Constitution of India. Besides, these SEZs are in violation of the now
revoked Regional Plan 2011, by virtue of which all SEZs earmarked in
Regional Plan 2011 should have been frozen. Further, the SEZ at Quitol in
particular, violates the CRZ regulation.

3. The employment potential as projected by the government, through the
17 SEZs (employment potential of 18th SEZ not specified) is 9,27,100 jobs,
which is more than 11 times the number of unemployed registered at the
Employment Exchange. Even if all the unemployed are absorbed in these SEZs,
it will still require an additional of 8,27,100 manpower. The government's
projection that the SEZs are meant to generate employment for the locals is
erroneous and false as the SEZs do not have the responsibility of providing
employment to the locals. Further, the state of Goa has neither skilled nor
unskilled labour force.

4. The above employment figures indicate that the influx of migrants
into the state of Goa will be to the tune of 8,27,100 x 4= 33,08,400 as
every individual employed will come accompanied by his family. This increase
in population, besides other consequences, will eliminate the very identity
of Goa. We appeal to the government to bear in mind Mahatma Gandhi's apt
quotation, Let winds of all cultures blow through the window of my house,
but let them not blow me our of the window.

5. The colossal increase in population will further add to the
strained infrastructure of the state with reference to:
a) Roads - Increased pollution and congestion leading to more
accidents.
b) Electricity - Presently there is deficit of 75 MWs.
c) Water - Presently there is deficit of 215 MLD.
d) Garbage - Goa is incapable of handing the existing garbage problem.
e) Law and Order - SEZs are autonomous private enclaves where in the
local government will have no authority and the Civil and Criminal laws will
not apply to them.
f)Health Services - Additional pressure on the already overburdened
medical facilities due to the population explosion.
g) Education - Due to the inflow of people into the state, there will
be stiff competition to avail of the educational facilities and
opportunities, right from the primary level to professional courses and the
locals will be deprived.
h) Housing - Further spiraling of prices of land and proliferation of
slums.

Given the above facts, we, the people of Goa place the following demands
before the government, to be implemented immediately.

Cancellation and withdrawal of all SEZs, IT Parks and Food Parks in Goa.
Freeze all work on the 2 notified SEZs namely at Keri and Verna with
immediate effect.
Do not notify the 5 SEZs namely at Sancoale (Mormugao), 3 SEZs in Verna and
1 SEZ in Soccoro (Bardez), which are approved by the Union Ministry and a
letter must be immediately sent to the Union Ministry of Commerce and
Industry to withdraw these SEZs.
Withdraw the applications for 8 SEZs namely at Taleigao (Tiswadi), Soccoro
(Bardez) Colvale (Bardez) Betul (Salcette), Verna (Sacette), Guleli
(Sattari), Loliem (Canacona) and Pernem, sent to the Board of Approval,
Union Ministry of Commerce and Industry by the Goa government.
Stop the processing of the applications of last 3 SEZs namely at Quitol
(Quepem), Panaji (Tiswadi) and Zuari Nagar, Sancoale (Mormugao).

The SEZs in Goa will be the destruction of Goa and its people and hence, we
demand that the government withdraw the 18 SEZs

It is obvious that Goan governments of the last 15+ years are anti-people ever
since they adopted
the Maharashtra land scam model of land conversions and outright illegal
real-estate transactions.
No self-respecting gutter bandicoot would even support the sewer rats (Goan
politicans) who are
determined to sell Goa to the mining and real estate mafia. SEZs are only the
latest land scam. No
one has held the mining and real estates lobbies accountable, including its
many tentacles (GCCI).
Unless groups like GBA, and those fighting the SEZs, etc. attack the cause of
the cancer, we will
only be dealing with bandaids to cure a fatal disease. The groups taking on the
Goan government
(and by extension the mining and real estate mafia) deserve all the support it
can get.

[Goanet] Summary of meetings with Digambar Kamat

2007-11-13 Thread Vidyadhar Gadgil
From: Rajan P. Parrikar [EMAIL PROTECTED]
Subject: [Goanet] Summary of meetings with Digambar Kamat

Digu feigned ignorance of the details of the Aldeia de Goa
project and said he needed to study the chronology. This
is, of course, pure bullshit. It is inconceivable that Digu, a
builder himself, wouldn't know of the machinations of
Aldeia de Goa, the biggest real estate project in Goa,
and the recent volte face by his own government. When
it was pointed out that the TCP dept had violated its
own laws, neither Morad nor Digu accepted responsibility
 for the infractions.

The mistake I think too many people are making is thinking that
Kamat's intentions are good until proven otherwise. The track
record clearly indicates that they are bad. It is on this
assumption that we have to proceed.

Also, GBA's approach is a little too 'middle-class' -- all this
endless meetings and discussions, in which they can keep you
occupied for ever. It is time once again for a demonstration of
people's power, like the 18th December Azad Maidan binge. Rajan's
suggestion of using the inaugural of IFFI is very good. Make a
mess of it, have a massive morcha and paralyse Panjim. This is the
showcase event for the government, there is going to be lots of
media here, let the world see that there is a problem in Goa,
which the people are no longer going to take lying down.

It is necessary in all this to steer clear of politicians. They
are ALL the same. Whoever is in opposition now will support this
as a matter of convenience, at least tacitly as they did last
year, only to turn around and do exactly the same once they are in
power. Let us not forget that it was Manohar Parrikar who pushed
SEZs, the regional plan, and many of our more horrible projects
when he was in power. On this matter, there is no difference
between any of the politicians, and we should avoid them all.

I wish to apply for the following information, under the Right to

Custodia of Evacuee Property.

* Approximate number, and area, of properties in the list which have

Evacuee Properties?

* Number of employees and lists of names and designation of this department?

* Whether the department has published its citizens' charter, and if
not reasons for delay. Also, if not yet published, when is the same
likely to be published?

I am herewith paying the application fee (Rs 10) by way of affixed
court fee stamp. If you are of the view that the above requested
information does not pertain to your department, then please follow
the provisions of Section 6(3) of the RTI Act 2005.

Also, as per the provisions of the RTI Act, 2005, kindly provide the
details (including name and designation) of the first appellate
authority w.r.t. your reply to the above request, before whom I may,
if required, file my first appeal.

Thanking you,

Sincerely yours,

[Frederick NJ Noronha]

The Department of Information directory lists the Evacuee of Property
(Captain of Ports Blding) phone number as 2235866. Nobody lists this
phone. While I traced the mobile number of the former Custodian, he
told me that there was no staff there and the office was totally
paralised. The current Custodian is one Mr Agarwal (mobile 9423
884900). On phoning him, he told me he had taken charge in August end
and would check up the application when he visited office tomorrow.
Transfers apart, the government departments are meant to be ongoing
entities, and are expected to continue functioning regardless of who
is in the seat and who isn't.

When the government sheds tears over its concern for expats, the
manner in which it handles expat property is a test of where its words
meet intention and execution. FN

[Goanet] Stake through the heart of Goa Velha Agacai

2007-11-13 Thread Rajan P. Parrikar

To Goanet -

The crimes against Goa perpetrated by the Goa govt
continue. In the latest sequel to the ubiquitous horrors,
the new highway running through Goa Velha and
Agacaim, all the way to the Zuari bridge, cuts through
pristine fields and waddos. This will spell death
for the local waddos. The quaint, small houses
close to the riverline, with their patches of sweet
potatoes and tambdi bhaji, will soon have their
peace shattered and their life mutated beyond
repair.

Another crucial matter: this highway will provide
a catalyst for new construction in the area. I suspect
builders have lined up for construction licenses
and alteration of the settlement zone using the
highway as an excuse.

You can see the stake through the heart of Goa Velha
and Agacaim in the following three pictures. I hadn't
come here intending to find this sight, but these
days destruction is all around you. These waddos
had remained quiet and unmolested precisely
because of their limited access. All that tranquility,
charm, and a whole way of life will be history in 2/3
months.

Cruise ship waiter jailed for sex assault on teenager

A CRUISE ship waiter has been jailed for sexually assaulting a
14-year-old passenger in the Mediterranean.

Cajetan Fernandes, 30, befriended the girl while he waited on her
family's table during a trip on the Southampton registered PO ship
Aurora.

Southampton Crown Court heard how Fernandes had persuaded the girl to
follow him while she was waiting for a friend outside the restaurant
one evening.

Prosecutor James Kellam said he led her around the ship to a toilet
cubicle, locked the door and sexually assaulted her.

Mr Kellam said the girl described her ordeal as feeling horrible and
talking about it as acutely embarrassing.

The girl eventually confided in a friend she met on the cruise ship
who persuaded her to talk to a youth worker.

Fernandes was arrested when the liner docked in Southampton.

Megan Toplis, for Fernandes, said he was a man of good character who
had pleaded guilty at the earliest opportunity.

Fernandes, an Indian from Mumbai, had worked on cruise ships for nine
years and there had never been a problem or question as to his
integrity, she said.

Miss Toplis said Fernandes had not used force, nor used coercion or
made threats to the girl.

He had lost sight of rights and wrongs, she said. He's shown
genuine remorse and is extremely sorry for what he's done. She said
he had received no visitors while in custody and had been too ashamed
to let his family know what he had done.

Fernandes sobbed and clutched a crucifix close to his chest as the
judge sentenced him to 15 months. He declined to make a recommendation
for deportation.

[Goanet] Non-available local laws in Goa

2007-11-13 Thread Frederick [FN] Noronha * फ्रेडरिक नोरोंया
Dear all, As a self-appointed armchair activist, I believe that the
free-flow of information (specially that which is of vital importance
to our lives) is vital for any society to work efficiently,
transparently and if you want even a bit less undemocratically.

From the enclosed information procured under the Right to Information,
it is clear that Goa is facing an odd situation where all the laws
which govern the citizen are not available for sale for anyone wanting
to purchase them from the Government Printing Press.

See the official information emerging, via these scanned documents on
Flickr.com (a listing of laws in force in Goa currently not available
for sale in the Government Printing Press, Panjim, apart from other
information):

* http://www.flickr.com/photo_zoom.gne?id=2005561364size=l
* http://www.flickr.com/photo_zoom.gne?id=2005590398size=l
* http://www.flickr.com/photo_zoom.gne?id=2005604808size=l
* http://www.flickr.com/photo_zoom.gne?id=2005627008size=o
* http://www.flickr.com/photo_zoom.gne?id=2004848015size=l

Given the mismatch between demand and supply, and the inability
(specially by government officials) to predict these adequately, it
appears that such a situation would arise every now and then.

In this context, the Government Printing Press should perhaps take a
decision to convert all its paper-based laws into PDF files and place
them in cyberspace, for easy download by the citizen, as and when
needed. This could sort out the situation at a very low cost to the
government, and to the satisfaction of all citizens.

In fact, such a policy should extend beyond just laws. All the
publications of the Government Printing Press, not just its laws, need
to be available for free download via cyberspace. After all, if there
is no additional (or extremely low) unit cost to share information
collated/published at the taxpayers' cost, then there is a good case
for it to be made freely downloadable.

In fact, I was a bit surprised that inspite of so many costly
computers being deployed at the Government Printing Press (many with
costly TFT -- thin film transistor or LCD -- screens too), the
documents given to me were handwritten! This makes it more difficult
to share with others in an online world ...

FN

PS: The second part of the query, dealing with Portuguese books
available for sale at the GPP was tagged on out of my personal
interest. As you might know, I collect books on Goa, and many of the
old titles are very inexpensively priced (unlike some recent reports,

[Goanet] Clever Selma - Not so clever Bernardo

2007-11-13 Thread Mario Goveia
Date: Tue, 13 Nov 2007 03:34:14 + (GMT)
From: Bernado Colaco [EMAIL PROTECTED]

Selma's idea of getting rid of the turd is clever. But
there is something missing in the process. The plastic
bags will strewn around by the durds and will have
more mess. Therefore may I suggest that Digu invests
in a Turd collection point and export the stuff to G.
Bush in the US to get some vital FE for India.

Mario responds:

Bernardo, Selma's suggestion makes sense. Your
suggestion is rejected:-))

G. Bush gets enough verbal turds from all those who
resent his push for freedom and democracy for innocent
Muslims in Afghanistan and Iraq, his deliberately
overlooked pacification of Libya and N. Korea without
a shot being fired, and his support for expanding
India's capability to produce nucular energy as he
calls it.

Besides, NRIs around the world are providing quite a
lot of FE for the babus in India to loot and squander.

Please find other alternatives for your privately
produced fertiliser, produced in public in the form
of turds and liquid gold, your thrash liberally
decorating public spaces and the spit balls launched
in all directions that I have to dodge whenever I am
in India.

[Goanet] Vinay's stinking attack on Cedrico -- Reminder of BJP's vandalising days

2007-11-13 Thread Sharon Wilma D Souza
Vinay's stinking attack on Cedrico through his recent mail reminded me of the
days the BJP would go about vandalising public property and attack anybody who
dared to oppose their communial idelogy, much with the blessings of Manohar
Parrikar and former shameless law minister Francis D souza, who had sold out to
the BJP from Mapusa.

Vinay has crossed all decency to attack Cedrico -- who is a bold and dynamic
writer and exposes the true colours of the |Goan politicians, specially the
communal BJP and its desperate leader Manohar Parrikar.

I want to ask Vinay, if Cedrico was praising BJP wouldn't he and his
organisation say he was a catholic martyer and not castigate him?

The BJP has a sick history please read the following and one cannot deny the
fact that the BJP was shown the bin in the last assembly and parliment
elections, if there exists any word called shame in the BJP dictionary -- which
i doubt there is -- Manohar Parrikar and his gang should go and drown
themselves with a lot of sea water from the Mandovi river.

The BJP and Manohar Parrikar cannot deny the following:-

(1) The BJP came to power in Goa by back stabbing the MGP, and its supporters
(2) The BJP lured Dr Willy and then stabbed him at the best given opportunity
(3) The BJP lured Sardinha and then stabbed him at the best given opportunity
(4) Manohar Parrikar allegedly threatened the media when his dark deeds were
exposed
(5) Manohar Parrikar allegedly made crores of rupees through IFFI, the Kala
Academy is an example
(6) The BJP assulted a freedom fighter Shushrut Martins
(7) The BJP fabricated cases against Luzinho Faleiro for EDC scams
(8) The BJP zealots trespassed into the Bishops palace, and Manohar Parrikar
was the CM
(9) The BJP tried to remove the public holidays for Good friday and St Xavier's
feast
(10)The BJP tried to protect Narvenkar in the ticket gate scandal as their
staunch suporters were also involved in the scam
(11) The BJP defaced public property at Fontainhas
(12) The BJP tried to promote marathi
(13) The BJP national leaders holidayed in Goa at the cost of innocent tax
payers
(14) The BJP attacked Casa Portuguesa
(15) Digamber Kamat the then BJP no 2, turned Margao into a communial paradise
and also promoted Ghantis
(16) The BJP forged the signature of Neri
(17) Manohar Parrikar also recently tried to dethrone the Congress government
after it gained majority
(18) The BJP leaders in the north ran drug cartels specially at Paradiso de
Goa, through Nandan Kudchadkar
(19) The BJP leaders fuelled Goa's first communial riots at Curchorem
(20) The BJP circulated a fake CD which tried to show christaos in bad light
and promoted RSS and VHP zealots

I could go on...I ask the Bhandaris, Vinays and others to correct me if i am
wrong and prove otherwise...

Goans be aware, please thrash the subscribers of this party and its supporters
and ensure they never ever come back to rule Goa.

Oppose IFFI -- Demonstrate to show the world media how Goa is being sold out

The showcase event the upcoming event of the Govt of Goa the IFFI 2007 is the
best time NIZ GOENKARS must demonstrate in front of the national and world
media and show to the world how the current government is trying to invest huge
public funds into an event that is of little interest to the AAM AADMI!

Also, an appeal to the GBA and anti SEZ activists...target the IFFI to
demonstrate their cause...have a peaceful demonstration...practise

It is hard to be objective about personal and
emotional matters. But objectivity is not a myth.
There is a real world out there that can be observed.
Multiple observers can independently arrive at the
same conclusion. Facts can be presented in an unbiased
manner without regard to a preconceived viewpoint or
ideology. Indeed, facts by definition are objective
facts. The very fact that they can be selected as
independent tokens to suit a particular viewpoint
attests to their objectivity - their independence from
the subjective viewpoint.

On the flip side, it used to be thought that
subjectivity was a myth. But we are now beginning to
understand its physical basis based on objective
evidence. The day is not far when we would be able to
make objective instrumental observations (by which I
mean multiple observers would independently arrive at
the same conclusion) and quantitative measurements on
subjective content.

It is becoming increasingly clear that both objective
and subjective worlds are real. The only difference
between the two is that while the former can exist
independently of the latter, the converse is not true.
Subjectivity is born of a pre-existing objective
world, and perishes with the part of the objective
world that gives rise to it.

Mario,
I do believe your absence from Goanet has done us all good. It is so nice to
see you sticking only to the subject mater here.

The first link to numbers you provided below is not directly from a Govt
department. I guess you, like others here, do not trust US govt info anymore?

http://www.inflationdata.com/inflation/Inflation_Rate/HistoricalInflation.aspx

Frequently asked questions from the US Bureau of Labor
Statistics about how the US consumer price index is
 calculated:
http://www.bls.gov/cpi/cpifaq.htm#Question_7

It is always interesting to read what official govt policy is. Some people go
along happily with what their president/govt tells them. These people are
usually the ones that pay for the mistakes of politicians. Others, who can
monitor the effects of govt policy, stand to profit from the same mistakes. Let
me give you an example. At every chance he gets, the US Sec of Treasury stands
up and says that the US has an official strong dollar policy. Everyone who
lives outside the US and who deals with US dollars knows that the US dollar is
getting weaker by the day. There is money to be made with this info.

Goans who have their salaries tied to the value of the US dollar are hurting.
Those who are not, are enjoying boom times. Unfortunately, I do not have a site
where you can read about this phenomena.

I do however have a site that gives the basic info about how inflation is
calculated in the US. It also gives some criticism (not by me ;-) on why the
method is less than perfect.

http://en.wikipedia.org/wiki/United_States_Consumer_Price_Index

If you do not have the time to read the entire page, I understand. However, let
me know your thoughts after you read the following excerpt from the link.

The core CPI index excludes goods with high price volatility, such as food and
energy. This measure of core inflation systematically excludes food and energy
prices because, historically, they have been highly volatile and non-systemic.
More specifically, food and energy prices are widely thought to be subject to
large changes that often fail to persist and do not represent relative price
changes. In many instances, large movements in food and energy prices arise
because of supply disruptions such as drought or OPEC-led cutbacks in
production.

While it may be difficult for the US govt to track food and energy prices, it
is not difficult for me. Every time I am in the US, I get charged more for the
same goods and services. I would not notice a 3% increase in prices. However, I
do notice larger increases. For example, I remember paying less than $1 per
gallon for petrol when I was in US college in the US in the 1990's. Last
summer on my way to Disneyland, I paid $3.20 per gallon.

Non-US financial institutions lending money to US businesses are using a 5.1%
inflation rate to see if projects are viable. These are the institutions that
do not have a financial crises on their hands today.

Mervyn3.0
PS. Taking about Disneyland, how about the following?
Hard to fathom.
Disneyland Park in Anaheim, Calif., plans to close down the It's a Small World
attraction for a 10-month renovation because the waterway boats are getting
stuck. Loads that are heavier than those anticipated 43 years ago, when the
ride opened, are causing the craft to bottom out. When there's a stuck boat,
staff must go back into the attraction and lighten the load by asking one or
two passengers to leave the boat. This is not happening because today's park
patrons are getting fatter, Disneyland insists. The boats get stuck because
layers and layers of thick glass-fibre have built up where maintenance teams
have repeatedly repaired them. To avoid any hard feelings, customers who are
asked to leave a boat are presented with food vouchers.

You are right.

But i had a few comments and a clarification would be
helpful.

1. Does losing a election automatically means that the
person/party is sick? by your logic is Goa Suraj and
floriano lobo the most shameless of them all???
at least parrikar has never been defeated from
panaji..floriano has always lost his deposit...does
that mean he/GSRP is the sickest of them all??

2. Regarding holidays , i thought parrikar made them
restricted and he also made mahashivratri
restricted..tell me how many christaons celebrate
mahashivratri? isnt it more efficient that catholics
or whoever wants to visit SFX can take a holiday while
others can do govt work?
what do you think?

[Goanet] waiting for change - response for Jose

2007-11-13 Thread Bhandare
Dear Jose:

You said Accepting that some politicians are using
these slums et al as voting banks, What exactly can
anybody do to stop (say for example) the
entire population of Bihar from migrating to Goa?

Your arguments seem to be centred around your oft
repeated statement that ever since goa became a part
of india in 1961 we are powerless to prevent mass
migration from other parts of india into Goa.

If i may use an anlogy, the US of A too has regions
which have economic disparity. no US citizen needs any
special permit to migrate into any other state. Does
that mean that thousands of poor people from say
alabama or arkansas or texas can merely squat on any
NYC street? can they merrily shit and pee wherever
they feel like ? can they operate businesses with
impunity from any sidewalk?

Obviously not...and that is because the city can
enforce its civic laws and make life miserable for
these squatters...they can fine people ,confiscate
their property and so on...Goan government can do the
same provided it has the will to act. This will to act
has nothing to do with what happened in 1961 as you
would like to believe.
Who is stopping CCP in panaji from strictly enforcing
laws? general candeth? bhau? tai? nehru? more likely
its babush , a niz goenkaar...or maybe even
parrikar...

To answer your question., we can do the following:

refuse to be blinkered in our vision and vote in
people who are relatively more honest than the
others..

refuse to let outsiders tell us who is communal and
who is secular..more often than not these purveyors of
falsehoods have their own twisted agenda

I find the second choice questionable because a] we do not have an

too many vulgar and downright evil transgressions against the aam
aadmi and the beautiful land of Goa that needs go unprotested due to
the sheer volume of such events.

What can we Goans far away do? The time for action has come or we risk
witnessing Goa's last hurrah.

I suggest that the only viable and effective thing we can do is to
internationalize all the scandals of the Goa Government. We must bring
to light - and a bright halogen light it must be - the horrendous
abdication of democracy that is taking place in that little part of
India. If democracy is about giving people a voice than our diaspora
voices must be heard for the good of Goa or else we will have
acquiesced in all that is happening there and people will say that
what is happening must be taking place with the consent of the
majority of Goans. What we can do from far away is not as limited as
one might think.

In the Gulf:
Every visit of every politician whether he is from Goa, Kerala or
Bengal must be marked with a group highlighting the madness of the Goa
Govt.
Every social occasion whether a dance or a tiatr must be introduced
with a plea to the attendees to be aware of the decay in their home.

In the Western Countries:
Petitions must be presented to local politicians, to provincial and
state administrations and even to the Federal Govts. This must be done
at opportune times and in civilized ways. Goan associations are always
asking prominent figures to send their wishes on brochures and to come
as Chief Guests. The bowing and scraping must be accompanied by
rupture of the comfort zones - both theirs and ours.

In Canada:
In addition to the above, we Canadian Goans must align ourselves with
the powerful Indian-Punjabi lobby. They have a powerful voice and
strong civic and political representation and we Goans who have a
significant community with an ineffective voice, must get them to
mouth our concerns.

The petition writing is important. This must be done by Goans in Goa
who have better facts than we do and even more powerful sentiments
than we. They, after all are smelling the turds, seeing the
monstrosities and experiencing the effects of what is happening.
Groups of Goans must stage their stings and take their results to
Tehelka and to us. Photographs are a great accompaniment.

Either we do whatever we can now, or we must forever hold our peace.
There is unfortunately no time left.

It is necessary in all this to steer clear of politicians. They

[Goanet] for our children, for our world

2007-11-13 Thread Pravin Sabnis
Universally, Children’s Day is celebrated on 20th
November, as it marks the anniversary of the day in
1959, when the Declaration of the Rights of the Child
was adopted by the United Nations General Assembly. In
1989 the Convention on the Rights of the Child was
signed on the same date, which has been sanctioned by
191 states, ever since.

In India, we celebrate Children's day on the birthday
of our first prime minister, Jawaharlal Nehru. Many
activities are planned for our children on this day.
But, the question is whether we are involved in
activities that will secure their world for them?

Let's pledge to involve in the movement to Save our
World

by starting with Saving our Goa!

First understand and update yourself about the facts
and implications of the illegalities happening in
terms of brutal attacks on our environment and our
people. Stretch out to connect to the murderous
reality by making a trip to Aldeia de Goa, Sulcorna,
Saleli, Charvanem, Usgao (I counted over 250 mining
trucks in a queue, last Monday and that was less than
half of the number there).

Next make others understand

1. by sharing the information with your neighbours,
colleagues and children.

2. by writing letters to the editor of various
newspapers

3. by making presentations for various groups as an
educator.

4. by participating in your village gramsabhas.

4. write poems, plays, essays, e-mails, whatever you
can and spread the message.

Let’s actualize the famous lyric written and composed
by Michael Jackson and Lionel Richie

There comes a time when we need a certain call
When the world must come together as one
There are people dying
Oh, and it's time to lend a hand to life
The greatest gift of all

We can't go on pretending day by day
That someone, somehow will soon make a change
We're all a part of God's great big family
And the truth - you know love is all we need

We are the world, we are the children
We are the ones who make a brighter day
so let's start giving
There's a choice we're making
We're saving our own lives
It's true we'll make a better day
Just you and me

When you're down and out
There seems no hope at all
But if you just believe
There's no way we can fall
Well, well, well, let's realize
That one change can only come
When we stand together as one

jc's response:

re #1-3: I disagree with this interpretation. One cannot blame the BJP
if Dr. Willy and Sardinha fell for the BJP con. Besides, as Dr. Willy,
Sardinha and in fact Parrikar were told (by the electorate): he who
climbs to the kodel by way of coups...is eventually pushed off
courtesy a coup. Just ask Salazar, Franco, Mussolini, Hitler and Zia
ul Haq. As far as the MGP is concerned, I'd say that MGP=BJP.

re #4,5,10,14 15: If there is proof of this, may be Aires Rodrigues
will organise a PIL or demand a public inquiry to determine the truth.
Perhaps, Dr. Wifred Mesquita will go on a day's fast at whichever
maidan.

re #6: This is NOT true. What is certainly true is that Dr Shushrut
Martins (and Dr. Francisco Colaco) were given a very kind warning
NOT to Mess with things.

re #7: While this may be true or false - I wonder how the sudden
increase in personal wealth can be explained.

re #8,9, 11 13: True from all available evidence.

re # 12: Nothing wrong with promoting Marathi. What was and still is
wrong was/is trying to suppress the Konkani spoken by Goans. BTW: the
BJP/MGP folks are nOT the only ones who suppressed the Konkani that
Goans spoke and speak. There are other folks including some Catholic
priests and ex-priests who are helping the suppression!

re #16 17: That certainly appears to be the case.

re #18 19: I am not so certain about this. IF this is true, then Goa
is done for good.

re #20: That is the saddest event (IMHO) in post 1961 Goa. It is my
personal belief (and somebody please tell me I am wrong ) but the
idealogical zealots had decided that the time was right to totally
wipe out the Catholic Church from Goa. They had worked hard on
masalafied facts as talking points i.e. St. Francis Xavier,
Inquisition, Forced Conversions, Sonia Gandhi ...a Roman (Rome is the
capital of Italy), Roman Catholic Goans, Mother Teresa, Why don't you
have your Swadeshi Catholic Church?, They had brought in
'deputationists' from all over and filled up posts which Goans could
have easily filled, Many educated Catholics left Goa ...and the
Catholic community became identified with Churchills et al i.e. ALL
Catholics are like Churchil (unless like Aires, Matanhy and Mesquita
they support the BJP).

This was accompanied by the Language struggle and the Script battle
...after the Statehood and META troubles (to use an euphemism).

Catholics were softened up ...Now, let's put the coup de grace on
them with this horrible communal VideoCD...one final step towards
converting Goa into the Kashi of the West!

Mercifully ... one change took place a few kilometers (:-) north of
Goa i.e. Sonia Gandhi was able to beat the Advani and Vajpayee crew.
That singular event, I submit, took all the 'phunk' from the Goa
communalists. No wonder they have a thing for Sonia.

re 20a: I would never say that. Tch Tch Tch.

Manohar Parrikar is our brother Goan. Sure, he has tried to do the
unimaginable to some among us (albeit with a smile). He is still our
brother Goan. I suggest that we never wish ill on a brother Goan -
whatever his faults and whatever his acts of commission against us.

[Goanet] GOA's LAWS: Not-available at even the Govt. Printing Press.

2007-11-13 Thread Miguel Braganza
Dears,

This is a serious matter. Imagine the laws that govern him or her not
being available to an Indian citizen living in Goa. How does one
comply with the law ...if the laws are not available at all.

It is a matter of great sadness that 20 years after the passing of the
two page long Official Language Act, 1987 making Konkani the
OFFICIAL LANGUAGE OF GOA, even the said Act is not available to the
common man in the Official Language of the State.

Goa is a miserable state for those who would want to transact any
business in its Official Language ... few people read or write it in
the normal course of life [except in the Church's 126 ABE/DSE-managed
Primary schools, 72 GPS, 5 other PS .. and the handful of readers
of the only newspaper in the official script] and even the law
[OLA, 1987] is not available in that language.

PDF format displays on the NIC website may be an option in English for
now. Wonder when the laws will be available in Antruzi Konkani writen
in Devanagri script ..the official tender of Goa since 1987?

Given the mismatch between demand and supply, and the inability to

every now and then.

In this context, the Government Printing Press should perhaps be
instructed to convert all its paper-based laws into PDF files and
place them in cyberspace, for easy download by the citizen, as and
when needed. This could sort out the situation at a very low cost to
the government, and to the satisfaction of all citizens.

In fact, I was a bit surprised that inspite of so many costly
computers being deployed at the Government Printing Press (many with
costly TFT -- thin film transistor or LCD -- screens too), the
documents given to me were handwritten!

Re: [Goanet] Press Release from SEZ Virodhi Manch

2007-11-13 Thread Flower2

November 14, 2007

PRESS RELEASE

A delegation led by Fr. Maverick Fernandes of Council for Social Justice
Peace and Charles Fernandes, co-convenor of Sez Virodhi Manch, called on DGP
Ujjwal Mishra to enquire about the status of the FIR filed against GIDC in
regard to the manner in which industrial land in Phase IV of Verna
Industrial Estate was allocated to SEZ developers, since the concerned local
police stations have passed the complaint on to police headquarters.

The SEZ Virodhi Manch intends to pursue the FIR filed against GIDC very
seriously indeed, since it is now apparent that GIDC's functioning has been
characterised by a total disregard and disrespect for the spirit and letter
of rules and procedures - both in terms of acquisition of land, when the
urgency and for public interest clauses are invoked needlessly as well
as in the allocation of land, which is acquired by them for one purpose and
handed over to private developers for yet another purpose.

The Regional Plan 2011 imbroglio, will continue to haunt Goa and Goans,
until bodies like GIDC are held accountable for the damage they have
inflicted upon the state by their actions, and disbanded if need be. In
fact, the SEZ controversy, is just RP 2011, magnified manifold.

Statutory bodies like GIDC are entrusted with the handling of large tracts
of public land. When they do not function with transparency and sincerity,
adhering scrupulously to rules and procedures, then they cause huge losses
to the public exchequer and callously fritter away precious land, which is a
collective asset and resource of the Goan community. Therefore, the people
have a right to know the truth about the functioning of GIDC.

DGP Ujjwal Mishra assured the delegation that he would personally examine
the FIR within a time frame of four days.

2007-11-13 Thread Joseph de Melo
Hi Sharon,
At the outset, let me state that I am no supporter of either the BJP
or the Congress. However, what I fail to understand is why instead of
condemning both the devils equally, you seem to regard the BJP as the
greatest evil to have plagued Goa or the country. Why not instead
flatly denounce both parties and call for a third front (for e.g. Goa
Su-raj).
The point I'm trying to make is that today you can't and should not
choose between the BJP and the Congress. The Congress is a sick bunch
of sycophants and the most corrupt lot ever. You have already
highlighted the BJP's misdeeds so I will not go there. That said, I
find that most Catholic South dwellers seem to be quite alright with a
BJP stalwart shifting camps to the congress Communal turned
secular??? And for the likes of Dr. Willy and Sardinha, well, that is
the result of excessive greed. They got just what they deserved.
Another point. Parrikar may have been part of the attempt to dethrone
the present govt. But please do not fail to mention the great hand of
the that mighty south goan hero who lambasted the congress and the bjp
during his campaign trails in the name of religion and corruption. Let
us be unbiased in our criticism. Every political leader in this
country holidays daily at the cost of the Indian citizen and most of
us are pleased with that. Why else would we elect either the Congress
or the BJP and not make attempts for a new front? fake CD I don't
know, but I feel that CD should not have been publicly shown. But
religion I know is a fine manipulative tool in this state and country.
Still remember the nonsense created about the DaVinci code.
Bottomline - Chuck both congress and BJP. Create attempts for a new front.

best,

Vinay's stinking attack on Cedrico through his recent mail reminded me
of the days the BJP would go about vandalising public property and
attack anybody who dared to oppose their communial idelogy, much with
the blessings of Manohar Parrikar and former shameless law minister
Francis D souza, who had sold out to the BJP from Mapusa.

Vinay has crossed all decency to attack Cedrico -- who is a bold and
dynamic writer and exposes the true colours of the |Goan politicians,
specially the communal BJP and its desperate leader Manohar Parrikar.

I want to ask Vinay, if Cedrico was praising BJP wouldn't he and his
organisation say he was a catholic martyer and not castigate him?

The BJP has a sick history please read the following and one cannot
deny the fact that the BJP was shown the bin in the last assembly and
parliment elections, if there exists any word called shame in the BJP
dictionary -- which i doubt there is -- Manohar Parrikar and his gang
should go and drown themselves with a lot of sea water from the
Mandovi river.

(4) Manohar Parrikar allegedly threatened the media when his dark
deeds were exposed
(5) Manohar Parrikar allegedly made crores of rupees through IFFI, the
Kala Academy is an example
(6) The BJP assulted a freedom fighter Shushrut Martins
(7) The BJP fabricated cases against Luzinho Faleiro for EDC scams
(8) The BJP zealots trespassed into the Bishops palace, and Manohar
Parrikar was the CM
(9) The BJP tried to remove the public holidays for Good friday and St
Xavier's feast
(10)The BJP tried to protect Narvenkar in the ticket gate scandal as
their staunch suporters were also involved in the scam
(11) The BJP defaced public property at Fontainhas
(12) The BJP tried to promote marathi
(13) The BJP national leaders holidayed in Goa at the cost of innocent
tax payers
(14) The BJP attacked Casa Portuguesa
(15) Digamber Kamat the then BJP no 2, turned Margao into a communial
paradise and also promoted Ghantis
(16) The BJP forged the signature of Neri
(17) Manohar Parrikar also recently tried to dethrone the Congress
government after it gained majority
(18) The BJP leaders in the north ran drug cartels specially at
Paradiso de Goa, through Nandan Kudchadkar
(19) The BJP leaders fuelled Goa's first communial riots at Curchorem
(20) The BJP circulated a fake CD which tried to show christaos in bad
light and promoted RSS and VHP zealots

I could go on...I ask the Bhandaris, Vinays and others to correct me
if i am wrong and prove otherwise...

Goans be aware, please thrash the subscribers of this party and its
supporters and ensure they never ever come back to rule Goa.

Letter to the Editor

Goans around the world unite. The time has come for all of us to stand up
(as one) and be counted. Indeed the apalling face of corruption in the name
of development has once again raised its ugly head.

We are at the crossroads of a period of immense change, and one that will
define a future Goa that we (as goans) will leave for our children.
Decisions we make will define how we want to live (and die) in this great
land we have for so long called our home. Do we want to end up as waiters,
butlers and barmaids serving our NRI masters on their annual trips to this
promised land or are we willing to fight these forces of evil from yonder
the border that have come to threaten our existence and replace the greenery
that we have for generations co-existed with, with concrete coloured boxes
surrounded by gates and guards and with access restricted to a priveledged
few.

I sometimes wonder how some of these people sleep at night. Can they
honestly look their children in the eyes if asked how this environmental
rape has gotten so far. What do they say if asked who was responsible for
this destruction in the name of progress. Do they ever ponder for a moment
and look behind at the Goa they are leaving behind for their children. Do
they never feel guilty of the legacy they have created for themselves, or
has greed blinded them so much that there seems no difference between right
and wrong anymore.

Indeed pointing fingers will do no good. To a large extent arent we all to
blame to some degree. Havent a vast proportion of global goans been lured by
the mega bucks of these developers that has prompted their sale of these
vast tracts of their bhat. I guess any blue blooded goan who is willing
to die for his language should be equally concerned at the land that is so
fast slipping under his/her feet. Indeed for those who have had so much to
say about how and what we speak seem to be totally disinterested of the mass
scale transfer of land ownership from the Kamats and D'souzas to the
Kapoors, Yadav's and Desai's. Its only a matter of time when Punjabi (or
Gujarati) will be a strong contender for the official language status in
Goa.

The recent Aldeia de Goa development is a timely reminder of what we face
in the quest to preserve our cultural, social, environmental and historical
identity. We are being swamped by people who have never lived (and
coexisted) with a natural environment in peace and harmony. Indeed the
concept of development, architecture and habitat to these people is
generally based on the replacement of wasteland and slums with concrete
manifestations (pointing skywards) for confining the masses into an orderly
existence. In this world maximising yield (ie getting the maximum number
of boxes in a confined space) has been the sole motivator where profits and
returns on investments (including bribes, kickbacks and bakshishs) is the
only game in town.

Drive along Panaji and look yonder across the Mandovi and there scattered
amongst the greenery are timely reminders of the singular focus of the
architects and developers from across the border. Indeed selling the goan
dream has never been a problem for these companies. Like a Bollywood
blockbuster sold to the masses the vision is sold to the nouveau riche as
a place where all inhibitions are set free. Where the flat bloated north
indian businessman or the NRI and his arranged bride can find an arranged
house with a view to match and quite literally afford to dream. A
hillstation by the sea or so the ad says with a general in charge of
marshalling his troops to the wanton destruction of the landscape and
environment that has endeared goans for generations.

In the end what is being sold to these mugs is a LIE. Aldeia de Goa will
forever be treated with the contempt it so rightly deserves, where the
inhabitants are neither welcome, lifestyle not invited and culture scorned
upon. These inhabitants will be treated as the pariahs of Panaji (and Dona
Paula) who have scavenged on the lifestyles of the vast majority to fulfill
the needs of a greedy few. At a time where global warming and climate change
has been a major concern around the world it is interesting to see what has
been approved in Goa in the name of progress.

The extent to which these developers have gone to fulfill their need (and
greed) is deplorable. Hand in glove with the help of politician(s) who like
judases at the last supper have betrayed the land that has given their
families and friends the lifestyles a vast proportion of the country can
only dream. In cohort with these clowns they have embarked on a period of
destruction and annihilation of the vast natural beauty of Goa.

In closing I would like to commend the GBA for making a stand. Thanks -
Oscar (and people like Mathany Saldanha and Patricia) for whatever its
worth. There are a lot of people behind you (and in particular present, past
