MEMORANDUM Sir, We, the undersigned representatives of various political parties and non-governmental organizations and individuals, hailing from every cross-section of the Goan society, have come together under one banner, for a common cause and the sole objective being 'GOA'S MOVEMENT AGAINST SEZs'. We wish to inform you through this memorandum, our total opposition to the establishment of any SEZ in Goa including IT Parks and Food Parks. Therefore, we demand immediate cancellation of all SEZs, IT Parks and Food Parks in the state of Goa. Our reasons for this demand are as follows: 1. Goa is the smallest state of India with highest density of population per square kilometer, with reference to the rest of the country. The 18 SEZs proposed by the government, as per the information obtained under RTI Act, demand an area of 1200.77 hectares (without the area of the 18th SEZ being processed). Goa has scarce land resources and cannot afford to give away any land for such projects, all the more, when these will not accrue any benefit to the state and its people. 2. The promotion of these SEZs on land within the jurisdiction of local bodies, without obtaining the approval from the Gram Sabhas of the local bodies, amounts to a gross violation of the 73rd Constitutional Amendment of the Constitution of India. Besides, these SEZs are in violation of the now revoked Regional Plan 2011, by virtue of which all SEZs earmarked in Regional Plan 2011 should have been frozen. Further, the SEZ at Quitol in particular, violates the CRZ regulation. 3. The employment potential as projected by the government, through the 17 SEZs (employment potential of 18th SEZ not specified) is 9,27,100 jobs, which is more than 11 times the number of unemployed registered at the Employment Exchange. Even if all the unemployed are absorbed in these SEZs, it will still require an additional of 8,27,100 manpower. The government's projection that the SEZs are meant to generate employment for the locals is erroneous and false as the SEZs do not have the responsibility of providing employment to the locals. Further, the state of Goa has neither skilled nor unskilled labour force. 4. The above employment figures indicate that the influx of migrants into the state of Goa will be to the tune of 8,27,100 x 4= 33,08,400 as every individual employed will come accompanied by his family. This increase in population, besides other consequences, will eliminate the very identity of Goa. We appeal to the government to bear in mind Mahatma Gandhi's apt quotation, Let winds of all cultures blow through the window of my house, but let them not blow me our of the window. 5. The colossal increase in population will further add to the strained infrastructure of the state with reference to: a) Roads - Increased pollution and congestion leading to more accidents. b) Electricity - Presently there is deficit of 75 MWs. c) Water - Presently there is deficit of 215 MLD. d) Garbage - Goa is incapable of handing the existing garbage problem. e) Law and Order - SEZs are autonomous private enclaves where in the local government will have no authority and the Civil and Criminal laws will not apply to them. f)Health Services - Additional pressure on the already overburdened medical facilities due to the population explosion. g) Education - Due to the inflow of people into the state, there will be stiff competition to avail of the educational facilities and opportunities, right from the primary level to professional courses and the locals will be deprived. h) Housing - Further spiraling of prices of land and proliferation of slums. Given the above facts, we, the people of Goa place the following demands before the government, to be implemented immediately. Cancellation and withdrawal of all SEZs, IT Parks and Food Parks in Goa. Freeze all work on the 2 notified SEZs namely at Keri and Verna with immediate effect. Do not notify the 5 SEZs namely at Sancoale (Mormugao), 3 SEZs in Verna and 1 SEZ in Soccoro (Bardez), which are approved by the Union Ministry and a letter must be immediately sent to the Union Ministry of Commerce and Industry to withdraw these SEZs. Withdraw the applications for 8 SEZs namely at Taleigao (Tiswadi), Soccoro (Bardez) Colvale (Bardez) Betul (Salcette), Verna (Sacette), Guleli (Sattari), Loliem (Canacona) and Pernem, sent to the Board of Approval, Union Ministry of Commerce and Industry by the Goa government. Stop the processing of the applications of last 3 SEZs namely at Quitol (Quepem), Panaji (Tiswadi) and Zuari Nagar, Sancoale (Mormugao). The SEZs in Goa will be the destruction of Goa and its people and hence, we demand that the government withdraw the 18 SEZs

While I traced the mobile number of the former Custodian, he told me that there was no staff there and the office was totally paralised. The current Custodian is one Mr Agarwal (mobile 9423 884900). On phoning him, he told me he had taken charge in August end and would check up the application when he visited office tomorrow. Transfers apart, the government departments are meant to be ongoing entities, and are expected to continue functioning regardless of who is in the seat and who isn't. When the government sheds tears over its concern for expats, the manner in which it handles expat property is a test of where its words meet intention and execution. This will spell death for the local waddos. The quaint, small houses close to the riverline, with their patches of sweet potatoes and tambdi bhaji, will soon have their peace shattered and their life mutated beyond repair. Another crucial matter: this highway will provide a catalyst for new construction in the area. I suspect builders have lined up for construction licenses and alteration of the settlement zone using the highway as an excuse. You can see the stake through the heart of Goa Velha and Agacaim in the following three pictures. I hadn't come here intending to find this sight, but these days destruction is all around you. These waddos had remained quiet and unmolested precisely because of their limited access. Cajetan Fernandes, 30, befriended the girl while he waited on her family's table during a trip on the Southampton registered PO ship Aurora. Southampton Crown Court heard how Fernandes had persuaded the girl to follow him while she was waiting for a friend outside the restaurant one evening. Prosecutor James Kellam said he led her around the ship to a toilet cubicle, locked the door and sexually assaulted her. Mr Kellam said the girl described her ordeal as feeling horrible and talking about it as acutely embarrassing. The girl eventually confided in a friend she met on the cruise ship who persuaded her to talk to a youth worker. Fernandes was arrested when the liner docked in Southampton. Megan Toplis, for Fernandes, said he was a man of good character who had pleaded guilty at the earliest opportunity. Fernandes, an Indian from Mumbai, had worked on cruise ships for nine years and there had never been a problem or question as to his integrity, she said. Miss Toplis said Fernandes had not used force, nor used coercion or made threats to the girl. He had lost sight of rights and wrongs, she said. He's shown genuine remorse and is extremely sorry for what he's done. She said he had received no visitors while in custody and had been too ashamed to let his family know what he had done. Fernandes sobbed and clutched a crucifix close to his chest as the judge sentenced him to 15 months. From the enclosed information procured under the Right to Information, it is clear that Goa is facing an odd situation where all the laws which govern the citizen are not available for sale for anyone wanting to purchase them from the Government Printing Press. This could sort out the situation at a very low cost to the government, and to the satisfaction of all citizens. In fact, such a policy should extend beyond just laws. All the publications of the Government Printing Press, not just its laws, need to be available for free download via cyberspace. After all, if there is no additional (or extremely low) unit cost to share information collated/published at the taxpayers' cost, then there is a good case for it to be made freely downloadable. In fact, I was a bit surprised that inspite of so many costly computers being deployed at the Government Printing Press (many with costly TFT -- thin film transistor or LCD -- screens too), the documents given to me were handwritten! This makes it more difficult to share with others in an online world ... Thank you Rajan Parrikar for giving us your perspective wrt the Pinto-Kamat-Morad meeting concerning the Aldeia project and other matters. You have been our eyes and ears and our consciousness. There is no Goan alive who does not shudder at what is happening. I must only protest against your tirades against the common Bhailo. If he violates the law, he only does what the politicos and the b'crats ignore or allow him to get away with. We are all perpetrators at heart. It is the law that must be enforced. I agree wholeheartedly with George Pinto's reaction and Vidyadhar Gadgil's post. You cannot play with the politicians at their own game. And how many mass public protestations can you organize? There are far too many vulgar and downright evil transgressions against the aam aadmi and the beautiful land of Goa that needs go unprotested due to the sheer volume of such events. What can we Goans far away do? The time for action has come or we risk witnessing Goa's last hurrah. I suggest that the only viable and effective thing we can do is to internationalize all the scandals of the Goa Government. We must bring to light - and a bright halogen light it must be - the horrendous abdication of democracy that is taking place in that little part of India. If democracy is about giving people a voice than our diaspora voices must be heard for the good of Goa or else we will have acquiesced in all that is happening there and people will say that what is happening must be taking place with the consent of the majority of Goans. What we can do from far away is not as limited as one might think. In the Gulf: Every visit of every politician whether he is from Goa, Kerala or Bengal must be marked with a group highlighting the madness of the Goa Govt. Every social occasion whether a dance or a tiatr must be introduced with a plea to the attendees to be aware of the decay in their home. In the Western Countries: Petitions must be presented to local politicians, to provincial and state administrations and even to the Federal Govts. This must be done at opportune times and in civilized ways. Goan associations are always asking prominent figures to send their wishes on brochures and to come as Chief Guests. The bowing and scraping must be accompanied by rupture of the comfort zones - both theirs and ours. In Canada: In addition to the above, we Canadian Goans must align ourselves with the powerful Indian-Punjabi lobby. They have a powerful voice and strong civic and political representation and we Goans who have a significant community with an ineffective voice, must get them to mouth our concerns. The petition writing is important. This must be done by Goans in Goa who have better facts than we do and even more powerful sentiments than we. They, after all are smelling the turds, seeing the monstrosities and experiencing the effects of what is happening. Groups of Goans must stage their stings and take their results to Tehelka and to us. Photographs are a great accompaniment. Either we do whatever we can now, or we must forever hold our peace. Dears, This is a serious matter. Imagine the laws that govern him or her not being available to an Indian citizen living in Goa. How does one comply with the law ...if the laws are not available at all. It is a matter of great sadness that 20 years after the passing of the two page long Official Language Act, 1987 making Konkani the OFFICIAL LANGUAGE OF GOA, even the said Act is not available to the common man in the Official Language of the State. Goa is a miserable state for those who would want to transact any business in its Official Language ... few people read or write it in the normal course of life [except in the Church's 126 ABE/DSE-managed Primary schools, 72 GPS, 5 other PS .. and the handful of readers of the only newspaper in the official script] and even the law [OLA, 1987] is not available in that language. PDF format displays on the NIC website may be an option in English for now. Wonder when the laws will be available in Antruzi Konkani writen in Devanagri script ..the official tender of Goa since 1987? Mog asundi. The SEZ Virodhi Manch intends to pursue the FIR filed against GIDC very seriously indeed, since it is now apparent that GIDC's functioning has been characterised by a total disregard and disrespect for the spirit and letter of rules and procedures - both in terms of acquisition of land, when the urgency and for public interest clauses are invoked needlessly as well as in the allocation of land, which is acquired by them for one purpose and handed over to private developers for yet another purpose. The Regional Plan 2011 imbroglio, will continue to haunt Goa and Goans, until bodies like GIDC are held accountable for the damage they have inflicted upon the state by their actions, and disbanded if need be. In fact, the SEZ controversy, is just RP 2011, magnified manifold. Statutory bodies like GIDC are entrusted with the handling of large tracts of public land. When they do not function with transparency and sincerity, adhering scrupulously to rules and procedures, then they cause huge losses to the public exchequer and callously fritter away precious land, which is a collective asset and resource of the Goan community. Therefore, the people have a right to know the truth about the functioning of GIDC. DGP Ujjwal Mishra assured the delegation that he would personally examine the FIR within a time frame of four days. The BJP has a sick history please read the following and one cannot deny the fact that the BJP was shown the bin in the last assembly and parliment elections, if there exists any word called shame in the BJP dictionary -- which i doubt there is -- Manohar Parrikar and his gang should go and drown themselves with a lot of sea water from the Mandovi river. The BJP and Manohar Parrikar cannot deny the following:- (1) The BJP came to power in Goa by back stabbing the MGP, and its supporters (2) The BJP lured Dr Willy and then stabbed him at the best given opportunity (3) The BJP lured Sardinha and then stabbed him at the best given opportunity (4) Manohar Parrikar allegedly threatened the media when his dark deeds were exposed (5) Manohar Parrikar allegedly made crores of rupees through IFFI, the Kala Academy is an example (6) The BJP assulted a freedom fighter Shushrut Martins (7) The BJP fabricated cases against Luzinho Faleiro for EDC scams (8) The BJP zealots trespassed into the Bishops palace, and Manohar Parrikar was the CM (9) The BJP tried to remove the public holidays for Good friday and St Xavier's feast (10)The BJP tried to protect Narvenkar in the ticket gate scandal as their staunch suporters were also involved in the scam (11) The BJP defaced public property at Fontainhas (12) The BJP tried to promote marathi (13) The BJP national leaders holidayed in Goa at the cost of innocent tax payers (14) The BJP attacked Casa Portuguesa (15) Digamber Kamat the then BJP no 2, turned Margao into a communial paradise and also promoted Ghantis (16) The BJP forged the signature of Neri (17) Manohar Parrikar also recently tried to dethrone the Congress government after it gained majority (18) The BJP leaders in the north ran drug cartels specially at Paradiso de Goa, through Nandan Kudchadkar (19) The BJP leaders fuelled Goa's first communial riots at Curchorem (20) The BJP circulated a fake CD which tried to show christaos in bad light and promoted RSS and VHP zealots I could go on...I ask the Bhandaris, Vinays and others to correct me if i am wrong and prove otherwise... Letter to the Editor Goans around the world unite. The time has come for all of us to stand up (as one) and be counted. Indeed the apalling face of corruption in the name of development has once again raised its ugly head. We are at the crossroads of a period of immense change, and one that will define a future Goa that we (as goans) will leave for our children. Decisions we make will define how we want to live (and die) in this great land we have for so long called our home. Do we want to end up as waiters, butlers and barmaids serving our NRI masters on their annual trips to this promised land or are we willing to fight these forces of evil from yonder the border that have come to threaten our existence and replace the greenery that we have for generations co-existed with, with concrete coloured boxes surrounded by gates and guards and with access restricted to a priveledged few. I sometimes wonder how some of these people sleep at night. Can they honestly look their children in the eyes if asked how this environmental rape has gotten so far. What do they say if asked who was responsible for this destruction in the name of progress. Do they ever ponder for a moment and look behind at the Goa they are leaving behind for their children. Do they never feel guilty of the legacy they have created for themselves, or has greed blinded them so much that there seems no difference between right and wrong anymore. Indeed pointing fingers will do no good. To a large extent arent we all to blame to some degree. Havent a vast proportion of global goans been lured by the mega bucks of these developers that has prompted their sale of these vast tracts of their bhat. I guess any blue blooded goan who is willing to die for his language should be equally concerned at the land that is so fast slipping under his/her feet. Indeed for those who have had so much to say about how and what we speak seem to be totally disinterested of the mass scale transfer of land ownership from the Kamats and D'souzas to the Kapoors, Yadav's and Desai's. Its only a matter of time when Punjabi (or Gujarati) will be a strong contender for the official language status in Goa. The recent Aldeia de Goa development is a timely reminder of what we face in the quest to preserve our cultural, social, environmental and historical identity. We are being swamped by people who have never lived (and coexisted) with a natural environment in peace and harmony. Indeed the concept of development, architecture and habitat to these people is generally based on the replacement of wasteland and slums with concrete manifestations (pointing skywards) for confining the masses into an orderly existence. In this world maximising yield (ie getting the maximum number of boxes in a confined space) has been the sole motivator where profits and returns on investments (including bribes, kickbacks and bakshishs) is the only game in town. Drive along Panaji and look yonder across the Mandovi and there scattered amongst the greenery are timely reminders of the singular focus of the architects and developers from across the border. Indeed selling the goan dream has never been a problem for these companies. Like a Bollywood blockbuster sold to the masses the vision is sold to the nouveau riche as a place where all inhibitions are set free. Where the flat bloated north indian businessman or the NRI and his arranged bride can find an arranged house with a view to match and quite literally afford to dream. A hillstation by the sea or so the ad says with a general in charge of marshalling his troops to the wanton destruction of the landscape and environment that has endeared goans for generations. In the end what is being sold to these mugs is a LIE. Aldeia de Goa will forever be treated with the contempt it so rightly deserves, where the inhabitants are neither welcome, lifestyle not invited and culture scorned upon. These inhabitants will be treated as the pariahs of Panaji (and Dona Paula) who have scavenged on the lifestyles of the vast majority to fulfill the needs of a greedy few. At a time where global warming and climate change has been a major concern around the world it is interesting to see what has been approved in Goa in the name of progress. The extent to which these developers have gone to fulfill their need (and greed) is deplorable. Hand in glove with the help of politician(s) who like judases at the last supper have betrayed the land that has given their families and friends the lifestyles a vast proportion of the country can only dream. In cohort with these clowns they have embarked on a period of destruction and annihilation of the vast natural beauty of Goa. In closing I would like to commend the GBA for making a stand.
