Most if not all attacks have been opportunistic. As I said before, the law-and-order situation has gone down hill in the last 10 years or so, ever since Labour came into power in the state, and the civil libertarians have had the upper hand against police actions. The last Police Commissioner appointee had a "softly, softly" approach to criminal damage (personal attacks, graffiti et al), which IMHO has is the root cause of these issues. The current Police Commissioner is no better, and calls from the public for a tougher approach seem to fall on deaf ears. Attacks against Indians are but a fraction of attacks other people have suffered. We already have had two "good samaritans" dead, who went to the aid of those being attacked. To quote Andrew Bolt, a columnist in Herald Sun: " That so many Indian students are bashed and robbed can be largely explained by the kind of part-time jobs they tend to take, being hard workers - the late shifts in 7-Eleven stores, taxis and petrol stations, for instance. Imagine how safe these students are when they then go home alone late at night, often walking or taking near-deserted trains back to the tough suburbs where the cheap rents are. How safe would your own children be? But some attacks aren’t so easily explained away. Some, you might say, are “racist” in that Indians are famously peaceable - less likely to break the law and less likely to fight back when attacked by those who do. To thieves and thugs, they’re soft targets. That said, other attacks, as Victoria Police now belatedly admit, are indeed no-mucking-about racist. But to whose shame are these racists, really? True, video footage of the infamous pack-attack on Sourabh Sharma on the Werribee train shows thugs of various ethnicities, including, it seems, the Anglo kind. But what police and many journalists refuse to confirm or even discuss is what victims and their spokesmen repeatedly say - that many of their attackers are Africans, Islanders and, less often, Asians who are newcomers themselves, beneficiaries of our eagerness to seem kind and tolerant. Hear it from Macquarie University student Mukul Khanna, called back home by his worried parents: “A lot of my Pakistani friends have left the place after being brutally attacked and robbed . . . Interestingly, the attackers are mostly not locals and are themselves people of foreign origin.” Or read it in an edited statement that Tanveer X, bashed in January, gave to Beyond India Monthly: “When I turned on Anderson Rd I saw four black men . . . One of them came running behind us and hit me with the stick. Then they started hitting my wife . . . I want action against those African guys.” And have it confirmed in this Herald Sun report from last year, when Indian taxi drivers protested at having been the victims of most armed robberies on cabbies: “This year between May 8 and August 2 there were 12 reported robberies on taxi drivers in Flemington, Moonee Ponds and Ascot Vale. “Police will not officially acknowledge any particular ethnic group is a target, or that any other group is carrying out the crimes. But in every case the victims told police their attackers were African . . .” And in all but two their victims were Indians. Note yet again the reluctance of police to admit they have trouble with African gangs—or gangs of any particular ethnicity. " So there you are. Part of the problem is that some Indian students (and my wife sees them every day on her journey to work by tram - we live near LaTrobe University) are arrogant, put their feet up on the seat opposite, talk loudly among themselves in Hindi (just as one would in the din of Mumbai and Delhi), ogle women, and generally act obnoxious - not all, but a few. Besides that, the body odour and the stale smell of cooking on clothes. And it is these few that give all other Indians a bad name. I say it is frustration only because he has unnecessarily mixed the payment I get as a columnist with the issue in question. My friend Mr. Borges gets excited immediately if any one states that DKA was formed to fight the injustice meted to Konkani in Roman script. It is because he is wearing glasses through which he can see only Konkani in Devnagori script and nothing else. I have always stated that Konkani in Roman script should be given equal status with Konkani in Devnagori script in the Official Language Act of Goa. My friend Mr. Borges opposes it with all his might because his ultimate aim is to see the end of Konkani in Roman script as soon as possible. Mr. Borges has a lot of time to write letters after letters and he feels that everyone else too lives in the same way. Every minute is precious to me and hence I would not like to waste my precious time in answering questions of Mr. Borges who is not any authority to decide on the issue. Nevertheless I am prepared to clear all the issues in the confused mind of Mr. Borges regarding Konkani in Roman script. Let us have a one to one, face to face live debate on this issue in the presence of the media - printed as well as electronic - and the people. Jason, It wasn't my intention at all to provoke. By the way, I was raised Catholic (I am Anglo-Indian). What gives me the impression that Inquisition information is not known to visitors from outside Goa are my interactions with people I have met over 20 years of living in Goa on and off. Please don't confuse me with right-wing Hindus whom I've been given to understand have used this history to their advantage. I have no affinity for those types, in fact, quite the opposite. I was just struck when I learned that the Inquisition in Goa was possibly one of the worst in the world (according to the Rough Guide). This was years after I had started visiting Goa and after numerous visits to Old Goa. So it made me wonder why I never heard about that before, and I simply wanted to hear perspectives on this subject from this list. I'm sorry if I touched some nerves, I didn't realize it was such a sensitive issue, and I thought this list had intellectuals who could respectfully debate with one another. I hope future posters would reply a little more gently, so as not to scare away first-time posters like myself who may be non-Goan, but have significant respect for the land, and are trying to contribute to the economy in a positive way. In particular Jason, I thought your comment that 'my lack of awareness about contemporary politics is just another one of my blind spots' was out of line. Nageshwara Rao, director of operations of Nuclear Power Corporation of India that operates atomic powers plants in the country, told reporters at Kaiga, 500 km from Bangalore. "Mahalingam was in charge of training the new recruits," Rao added. V.V. Sanath Kumar, director of the Kaiga power plant, asserted there was no fear of Mahalingam being kidnapped for possessing nuclear secrets. Mahalingam, a 47-year-old mechanical engineering graduate, was working in the simulation training centre at the power plant. Mahalingam, who hails from Chennai, left home in the Kaiga township Monday morning for a walk. There has been no trace of him since then. His wife Vinayakar Sundari lodged the missing-person complaint with police Monday evening. Rao flew down from Mumbai, the headquarters of NPC, to address the press along with Sanath Kumar in the wake of speculation in a section of the media that Mahalingam was a top nuclear scientist with knowledge of nuclear secrets because of which he might have been kidnapped. The disciplinary action committee of the Nationalist Congress Party (NCP) has rightly suspended from its primary membership its Member of Parliament Mr. Padamsinh Patil who is accused of involvement in a double murder case. NCP leader and Union minister Mr. Praful Patel has stated that the party would like to keep a distance from the accused MP Mr. Patil as he faces the legal process and that if he proves his innocence there will be no problem in taking him back. Mr. Praful Patel has also stated that the NCP was following a convention in public life that a person who is facing investigations in a criminal case should not be associated with the party. The NCP should follow the same yardstick and invoke this convention against NCP Minister in Goa, Mr. Micky Pacheco who was last month chargesheeted by the Goa Police for having assaulted a Goa Government Junior Electrical Engineer, Mr. Kapil Natekar. This NCP Minister, Mr. Micky Pacheco, who has a history of assaulting people should face the criminal trial as an Aam Aadmi. Propriety demands that for any trial to be free and fair, no accused should continue as a Minister as he would manipulate the police and make a mockery of the legal system which would be subversive to the rule of law. Dear Sapna, You make a very good point. I agree with you absolutely. In fact, I believe that very few people know about the Gory past of our entire subcontinent. I suggest that we all should contribute to this exercise. Some of our contributions may include: a: The Most Unholy Inquisition - wsr to the targeting of the Jews b: The atrocities of Sati. As a woman, I suggest you research and write about this crime which killed (God alone knows how many) millions of mothers, grandmothers, daughters, sisters and cousins; many of these burnt-alive widows .were still young children when married to these old chaps. c: The Caste system and the systematic (life and generation to generation) enslavement of the Sudras and lower castes. d: The brutal killing of female foetuses e: Dowry burnings (I believe my learned friend Valmiki Faleiro is writing about How the Aryans came and swiped land from the natives of the subcontinent). Like you Sapna, I too believe that visitors to India must know the truth, the ENTIRE TRUTH and nothing but the Truth about the place and people we often describe as 'peace-loving and peaceful'. BTW: as one who believes that he is a Harijan, I have done my bit by writing about the horribly discriminating Apartheid Caste System of India which, quite ironically, surprised the firangi Portuguese who by the way abolished (by decree) the Sati burnings in Goa and (what is now) Mumbai. Real Issues *No-win situation* I have often said ‘if you are one of those who buys into the Goa-is-at-peace bullshit, read our rival. Its news makes you think Goa is a world of Nirvana all the way. If you are troubled (a.k.a concerned) by the Goa around you, read the Herald. Here are some more real time news events to ponder on. In fact these have hardly been written about in the past, at least not in the way it should have made you sit up and your hair stand up. There is this little known egg nest called the Goa State Scheduled Caste and Other Backward Classes Finance and Development Corporation Ltd whose accounts were last finalized in fiscal 2000-01. I can’t tell, but you can bet your last buck that your government has an equally long-winded answer as to why it happened. Perhaps part of the reasons are that for seven consecutive years up to 2007-08 it pumped in equity of Rs 5 lakh, 31.67 lakh, 5 lakh, 5 lakh, 5 lakh, 5 lakh, and 5 lakh respectively. The one with the less rambling name, Goa State Scheduled Tribes Finance and Development Corporation Ltd was last audited in 2006-07. But, what you really need to do is walk into these offices and see how hard(ly) your government babus work, i.e.’ if you can get past the small detail of the empty tables and chairs that greet you when you walk in. *Estate Management * Call it a new Special Economic Zone in the making, but the GTDC’s intention (hopefully it won’t fructify or, that the many NGOs and activists will not wait until the eleventh hour to protest) to create ‘better’ infrastructure by inviting ‘Expression of Interest’ from the private industry, hints at just that. Only this might be packaged to look like some friendly neighbourhood infrastructure instead. You know, that usual bull that it will create jobs for Goans (those that didn’t go abroad, but are in queue), da, da, da. But it already gives one a sense of déjà vu. So, let me give you a corresponding case of memory retrieval. Quote from the Audit Report of the Comptroller & Auditor General of India: ‘The Goa Industrial Corporation has been pursuing industrial development on an ad-hoc basis. It did not prepare a perspective plan defining both short term and long term plans for development of industrial infrastructure ….’ The CAG also said ‘The Corporation had not resorted to open invitation for Expression of Interest (EOI) from interested entrepreneurs …;” Allotments were made without any kind of selection process, instead a ‘direct approach system’ was in vogue. Need I say more? *Ad-hocism is the buzzword* How ad-hoc? Trust me, off the cuff won’t even begin to describe the next land scam being cooked up. In the lingua franca of GTDC, it will lease out land to create new infrastructure under the Public Private Partnership (PPP) model. This could happen next month. In the dialect it used; it also said the government does not want to restrict itself to any infrastructure in particular. Ergo, it wants to let private industry submit bids and only afterwards, will GTDC decide what is best suited for the peoples’ land it unfortunately has become the ruler of. Now, if that does not smack of some intensely sneaky scheming, I don’t know what does. *Worst case scenario* Scenario 1. Based on this open invitation to virtually pick your booty and enjoy, there is no gainsaying that the worst kind or, for that matter even corporates with a brand equity (what’s the difference really?) will not cordon off used tracts of land, and levy an entry fee for whatever entertainment is on offer. And if you have been reading the Herald2day lately, Goans had stopped picnicking in Colva because of the in-your-face domestic tourists who arrive there by the busloads and appropriate the beach. Goans stopped going to Baga nearly a decade ago. They have been prevented from entering the beach at Taleigao and, in fact there are already a few 5-star hotels that did become obstacles for locals wanting to picnic on the beaches where they exist. The Basilica of Bom Jesus is a beautiful building but I find it odd that visitors don't know what cruelties once took place in the vicinity of the Basilica. *Kantak cares not* Thanks to Aires Rodrigues and Advocate General Subodh Kantak, the thankless (trust me, you can’t imagine how much) task of writing this column is made easy on the rare occasion. What I love about these two gentlemen is that Kantak matches Rodrigues’ increasing incidents of exposing him, by simply increasing his own financial bottomline. Actually, the truth is Kantak is more than one step ahead – after all, time is money! There is no comparable word for this in business lingo, but there’s a beautiful term any layman will understand … I think its called cock-a-snook. Kantak has been cocking-a-snook at Rodrigues, apart from the rest of the world too. Anyways, it reminds me of Snoop Doggy Dogg – the hardcore rap music about violent street life in the US of A, I think first put on the pop charts by IceCube. So, while Rodrigues raves on with his ‘Gangsta Rap’, Kantak stays ice cool. You dig? Here’s the latest ‘Rap’ on Kantak. Rodrigues in his inimitable style, says he has been paid Rs 3 crores 99 lakhs 46 thousand 750 rupees by the Goa government between February 2005 and February 2009 (see table below), making your government, India’s most litigious government beyond reasonable doubt. That, according to Rodrigues makes Kantak not only India’s highest paid Advocate General but India’s highest paid constitutional authority as well. He says: “Last year’s re-structuring of fees payable to Kantak was a sham as Kantak is now getting paid up to Rs 5 lakhs a month, though the Advocate Generals of bigger States like Karnataka, Maharastra and Gujarat average around Rs 40,OOO a month.” I say Goa must be India’s most litigious State advisedly, even after taking into account Modiland where the 2002 communal riots spawned a bunch of cases against the Gujarat government that are yet to see any conclusion. Thus, Rodrigues does make a point. According to Rodrigues, Kantak gets paid three times the salary of President Pratibha Patil, whose monthly salary is Rs 1.5 lakh, and almost five times the salary of the Chief Justice of India - whose salary is Rs 1.10 lakh per month. Amen to that. *Doggone it* Information Rodrigues obtained under Right to Information reveals Kantak met with three accidents since February 11, 2005 for which he stitched the government with a total repair bill of Rs 1, 38,256. This is when it gets side-splitting. Very funny, because though I have gnashed my teeth in frustration (seriously, that’s why I took a two-week Sabbatical because of the futility of it all), this one caused mirth. Hugely, I might say. Here’s why. Kantak’s first accident on July 22, 2006 was due to a coconut falling on the bonnet of his official car; the other two accidents occurred on April 10, 2008 and January 20, 2009 and were caused by stray dogs! While in one case his official driver claimed to have lost control because he braked suddenly to avoid a stray dog, in the other case, a stray dog hit the front bumper of his car! Yeah! Right. Now, one really hopes that Kantak, an animal lover himself, wins his Rs 15 crore defamation suit against Rodrigues. Because, if my memory serves me right, Kantak said he would use that compensation, partly towards the welfare of stray dogs. There is of course the inevitable twist in the tail concerning who drives Kantak’s official car most of the time, but unfortunately as Rodrigues has no RTI evidence on this for obvious reasons, I’ll let it be for the moment. Mandatory testing for heavy metals has been introduced w.e.f. 01.01.2006 for herbal Ayurveda, Siddha and Unani medicines (ASU) which are being exported. This has been done to meet the regulatory requirements of importing countries. ii. State Drug Licensing Authorities have been directed to ensure full compliance by all Ayurvedic, Siddha and Unani (ASU) drug manufacturers with the provisions of Rule 161 (1) and (2) relating to displaying on the label of the container or in a leaflet to be inserted in the package of any Ayurvedic, Siddha and Unani (ASU) drugs, a list of all the ingredients along with quantities used in the manufacture of the preparation. iii. Captain Shreeniwasmurti Drug Research Institute for Ayurveda, Chennai, Indian Institute of Toxicological Research, Lucknow and Sri Ram Institute for Industrial Research, New Delhi have analyzed about 600 plants and it was found that lead arsenic and mercury levels were within the permissible limit. iv. Good Manufacturing Practices have been made mandatory for all Ayurveda, Siddha and Unani drug (ASU) manufacturing units in the country through an amendment of Schedule T of Drugs and Cosmetics Rules, 1945. Partisans do not necessarily tell the truth or a lie. Their distortions, as we see abundantly on Goanet, occurs when they express their opinions. A fact / truth does not become a lie, just because it comes from a partisan source. In fact likely, the partisans because of their interest, do the research. Some frequent posters on Goanet and who are expert web-surfers, quote / copy these partisan-sources, without giving the web-link (reference) its credit. In the link I provided (see below), Ariana Huffington does not even appear in the web-link. Likely you did not see the videos of the web-link. The first video-link, shows O'Reiley making a condemnation, in his usual obnoxious-self. The second web-link, depicts the distortions of the truth with the actual facts. The two web-links speak for themselves with no commentary / explanation provided / required. Likely you fell for another poster's chronic mis-characterization of the Huffington Post. This blog carries articles written by many authorities in the US, including leading politicians, and other experts; like judge Posner an authority on antitrust, etc. You and others should follow the Huff-Po, for useful national and international news. Many credit the demise of MAJOR newspapers to factors, chief among which is the Huff-Po. It is usually updated three to four times a day, and sometimes oftener with Breaking News. The web-links provide for some good comedy. Each of the posts in the blog, provides for readers' input. What more would one want for free. Perhaps Goanet could follow a similar format. Huff-Po usually provides unedited web-links (print and video) to other news sources, including Fox News. This is the best way they quote the right wing of this country. With Fox News and Rush Limbaugh, the naked facts (from the source) speak for themselves with no commentary needed. Rather than concentrate on the source of information, we should focus, rebut or expand, on the facts / information itself. Or else, as often happens on goanet, we only get 'talking points' written-for, or copied-from the "Talking Heads"; with the other half of the post being the regular character assassination. When there is no sense to be made, personal name-calling is just so much more fun, and attention-getting. It also is grandstanding, when there is nothing to stand on. This is with reference to the recent news item about Dr.Willys' exit from the NCP and the subsequent slandering and rumours being floated. Let me first and foremost congratulate Mr. Jitendra Deshprabhu for the excellent performance in the recently concluded Lok Sabha Elections . Though he lost by a small margin of just 5000 votes he could have done better had it not been for the infighting within the ranks of the NCP sadly instigated by the likes of a legislator from South Goa. Being a coalition partner NCP candidate was given the North Goa seat and ofcourse Dr.Willys' supporters in Calangute, Saligao and elsewhere went about distributing cards and people did vote for the NCP but the recent fiasco is uncalled for especially when the NCP is reeling after the suspension of one of its MPs from Maharashtra. IN the wake of all this we Goans welcome Mr. Deshprabhus' remarks and comments about Dr.Willy that the later being the ex CM of Goa had played a major role in its progress bringing Goa to the level it is today and that he respects the former NCP president of Goa unit. By uttering these mature comments he has not only respected the octogenarian dotor from Saligao but has also paid respects to all Dr.Willys' supporters and sympathisers across Goa who supported Deshprabhus' candidature during the Lok Sabha polls. However the comments made by Ms.Fatima de Sa are in bad taste and seem immature as they reflect utter frustration within the rank and file of the NCP . A little introspectionn needs to be done and I think it is high time all secular parties sticjk together and strengthen the hands of the UPA government at the centre .
