Panjim: (TOI) Times News Network June 28, 2009 The state government has requested the Central Road Research Institute, New Delhi, to prepare a comprehensive traffic and transportation study for Goa. Chief minister Digamber Kamat told the media on Saturday that a CRRI team will begin their study in Goa in October 2009, submit a preliminary report with short-term measures by March 2010 and a final report with measures to last till 2030 by December 2010. Kamat reminded that the government had constituted a task force and declared 2008 as the year of the road so as to address the problem of road accidents in the state. Kamat said, The government saw that road accidents are on the rise. A message has to go out that the government is serious about reducing accidents in Goa. We therefore need a comprehensive road traffic and transportation study for Goa. Comments: As much as we agree that something drastic has to be done to save lives on the our killer roads, we do not believe that CRRI will be able to help much in Goa, where the will of the government is lacking. If at all, this will be another fruitless study/research, the recommendations of which will be collecting dust in the corners of the respective offices of the authorities concerned, to be jettisoned out of the windows after each elections and change in governments or the transport ministers. The basic problem is that the ordinary traffic policeman is a zombie who does not know the rules of the road, and even if he knew, does not bother to correct the violators with or without fines. It is a permissive society where roads are free for all. If a conscious citizen takes it on himself to correct/advise the gross violator, he takes the brunt through abuses. Therefore one does not want to bother with these things even if people died on the roads like flies. If this is not frustrating, we don't know what is. Mr. Digamber Kamat has come up with a novel way of passing the buck on to the CRRI's shoulders for him to say to the world What can I do? CRRI is entrusted with the job of safeguarding the lives of Goans on the roads and go about doing what he is doing best. If there was half the intension to stop the killings on the road, Digamber Kamat would have stripped the RTO off its pants and paraded it in the public, naked, for all to see. Alas ! How can that be done when lacs have changed hands to dish out the job to the RTO? Who is going to stop that? If Digamber Kamat is serious about governance in Goa, he will take time to go through the already prepared versatile Road Map for Goa by the Goa Su-Raj Party with its elaborate chapter VII on Public Transport R.T.O. at Page 57 and seriously take the suggestion that Road Marshalls be appointed from among the more conscious citizens to supplement the Traffic Police force. When I waved at a passing auto rickshaw, little did I expect that this ride would be any different. As we set off, my eyes fell on a few magazines(kept in an aircraft style pouch) behind the driver's back rest. I looked in front and there was a small TV. The driver had put on the Doordarshan channel. My wife and I looked at each other with disbelief and amusement. In front of me was a small first-aid box with cotton, dettol and some medicines. This was enough for me to realise that I was in a special vehicle. Then I looked round again, and discovered more - there was a radio, fire extinguisher, wall clock, calendar, and pictures and symbols of all faiths - from Islam and Christianity to Buddhism, Hinduism and Sikhism. There were also pictures of the heroes of 26/11- Kamte, Salaskar, Karkare and Unnikrishnan. I realized that not only my vehicle, but also my driver was special. I started chatting with him and the initial sense of ridicule and disbelief gradually diminished. I gathered that he had been driving an auto rickshaw for the past 8-9 years; he had lost his job when his employer's plastic company was shut down. He had two school-going children, and he drove from 8 in the morning till 10 at night. No break unless he was unwell. Sahab, ghar mein baith ke TV dekh kar kya faida? Do paisa income karega toh future mein kaam aayega. We realised that we had come across a man who represents Mumbai – the spirit of work, the spirit of travel and the spirit of excelling in life. I asked him whether he does anything else as I figured that he did not have too much spare time. He said that he goes to an old age home for women in Andheri once a week or whenever he has some extra income, where he donates tooth brushes, toothpastes, soap, hair oil, and other items of daily use. He pointed out to a painted message below the meter that read: 25 per cent discount on metered fare for the handicapped. Free rides for blind passengers up to Rs. 50. My wife and I were struck with awe. The man was a HERO! A hero who deserves all our respect. Our journey came to an end; 45 minutes of a lesson in humility, selflessness, and of a hero-worshipping Mumbai, my temporary home. Isn't it strange that nobody sheds a single tear for the many Goans-in-Goa who can't afford to buy a home after working hard their full life here? And the expat/foreigner/non-resident buying of homes is only pushing up speculation (not need-based buying) in the unreal real estate sector. Response: After so many years I am unabIe to pinpoint the exact source. Whenever I have time, I will try and trace the source. However, I recollect reading in either Lt Gen B M Kaul's (The Untold Story) or M O Mathai's (My days with Nehru) or maybe M C Chagla's(Roses in December) or Brig John Dalvi's (Himalayan Blunder) book that the Chinese invasion took Nehru completely by surprise especially after all that Hindi-Chini bhai- bhai stuff after the Panchasheel declaration. The utter defeat of the Indian army and the loss of territory to the Chinese broke Nehru's spirit. He was not his normal self after that and was a broken man. He slowly deteriorated in health and mind which culminated in his death in 1964. The exact cause of his death is neither here nor there and he well have died from a heart failure. You fall over the chair you are sitting on and babble a yes. My first call was to Eddie Fernandes, editor of Goan Voice UK. There were important matters of state to discuss such as why did Mr Faleiro invite me? Granted calling up London from Goa to discuss my dinner date is a bit over the top, but then Eddie seems to spend his time with his ear to the ground and might have some background information. He did! My next call was to Goa's veteran journalist Lenin. Goan parents have a penchant for naming either their first born sons or their dogs after dictators such as Salazar and Stalin. This wasn't the case with Lenin's parents. I have merely changed the name to protect his identity. Lenin has been trailing politicos for the past 30 years or so, surely he would know what sort of conversation is expected on these occasions. Be forthright, tell him what's on your mind advises Lenin. I dismiss this as bad advice. No man in his right mind wants to spend an entire evening listening to a full-blooded Shastikann like me. What could we talk about? If Micky Pacheco had invited me, we could have discussed how a Minister can win 1.25 crores at a hotel casino. If Churchill had invited me, we could have talked about how to project oneself as the great Chardo hope of Salcete. But this was erudite, well-spoken Eduardo Faleiro, whose list of previously held political portfolios is as long as my arm. Still, didn't my mother send me to the best school her petro-dollars could buy? Didn't she hire me a private piano teacher to tutor me at home even when it became painfully obvious to him and our neighbours that I was tone-deaf? Didn't she teach me to suppress my abundant gay laughter and enthusiasm because well-bred girls in Goa are supposed to look anaemic and depressed at all times? All of that must have been preparation for something or the other. How do I impress Mr Faleiro? I could tell him I'm a Gulfie but that word has a fie attached to it, which sounds derogatory. I could tell him that I'm a US-return, but that has return attached to it. NRIs only have value if they actually reside outside of Goa. Much like a Honda city car, they depreciate 50% upon return. I'll tell him I'm a Londonkar. That sounds so much like bhatkar and Afrikar which still garners some respect in Goa. I arrive early at the house. The house speaks just one language; that of history. Of generations who have live here before and loved the land; of women who have sat on the brick-red sopas as twilight set in, swapped stories about the day and waited for their men to return; of men who have walked up the winding path which cuts a natural swathe through the village, returning home, glorious and powerful. I find Mr Faleiro in the study; a spacious, dignified room, stacked with bookshelves, its vaulted ceiling and imposing walls peering down on me. What was I doing here? Me, grand-daughter of Joaquim Santan Purification Cardoz. Was it too late to become a theist and wish that Purification was watching me from above? A generation ago, the likes of me would only have been admitted through the kitchen door, preferably carrying a pail of water on my head. The weight of centuries of a social divide was pinning me to the ground. As the evening wears on, I find myself genuinely liking Mr Faleiro. He wears charm and breeding like a second skin. He's an excellent raconteur of stories, animatedly regaling us with anecdotes that span from Bhutan to Brazil. He's got that rare thing, which women find attractive, a self-deprecating sense of humour and an understanding of human frailty. He is the last of a generation that came back from Portugal, just prior to liberation with an earnest desire to make a difference to the country that was home. The fact that we, Goan Catholics, have not produced another generation like him to represent our interests politically is perhaps our greatest failing. Thanks for that narration Luis Vas. Bombay has always been a city that can surprise you when you least expect it, like it did to newcomer Suvendu Roy. But for those who were born and lived in the city for more than a few years, it would be difficult not to have experienced the generosity of Mumbaikars both collective and individual. It would take more than one post to describe that effervescent quality but here are two instances of my own. My mother when she decided to live in a seniors facility, chose one that is run by Catholic nuns of a medical order in Jogeshwari, a western suburb of the city. The area around the St Joseph's Home for the Elderly is populated mostly by Gujaratis. They will come on weekends and even weekdays and bring their delicious khamand-dokras, patras, lilva kachoris, their kandvis and their tasty Gujju meals. They come un-ostentatiously, and consider it a favor that the nuns accept their food on behalf of the residents, rather than the favor the other way around. On their feast days they will out do themselves. After they go to their temples, they will come to the Home and give to the residents as if they are giving to their own parents. Even the neighborhood Lions Clubs take every opportunity to organize programs and events that make the residents happy and give them a much needed break from the usual atmosphere of the Home. Never once do the generous Gujaratis consider that the residents are Catholic and Goan and they Gujarati and Hindu. My mum was a nurse and having lived and practised nursing in Bombay for long, knew most of the eminent specialists of the time. When relatives and people referred by other people in Goa and elsewhere, came to mum and asked her to help them get the best treatment notwithstanding their limited resources, mum would take them to these doctors and then mention to them that these people could not pay much. In those days their consultation fee used to a hundred rupees. After that it was no further expense. Since these specialists were attached as honoraries to the Govt Hospitals they would get operated there for free and in addition get the best drugs and treatment since their were Dr. XXX's patients. When mum would ask how much they should pay, the generous doctors would say whatever they are able to give. Often that would be a ten rupee note handed in an envelope to the secretary. It was a custom for the secretary never to tell the doctor what was given and the doctor even if he knew, would never treat that patient any different. Bombay is a city different from any other. Once not too long ago, there was a bond that held Mumbaikars together. It was the understanding that they had all come to the city for a better life and that each one's struggles were no different from the other. Perhaps in intensity but not in type. There was an intense human bond on a one-to-one level. Hindu, Muslim, Christian, Sikh, Parsi or Jew was for your own home and your own community. On a public level that mattered little. They were all from one God. I know that having become much richer now, Bombay has changed. But every now and then, as with your Mr Sandeep story, the old Bombay refuses to die. Roland. I believe this piece, would like to know where it appeared and wonder whether it also doubled up as a PR piece. What is worth some reflection upon is the bit where Suvendu Roy of Titan Industries says I started chatting with him and the initial sense of ridicule and disbelief gradually diminished. This is a such a persistent quality in us Indians, where does it come from and where does it go. But its is good to hear even someone state this out loud, his sense of ridicule. Its a pecuniary quality that is common to many of us, and is spelled out well in the book Being Indian by Pavan K. Varma. Also the bit about the rider attempting to make sense of this persons dharma both in its humanity and business methodology, as in, We realised that we had come across a man who represents Mumbai ? the spirit of work, the spirit of travel and the spirit of excelling in life. I asked him whether he does anything else as I figured that he did not have too much spare time. Very little basis to make the claim, but eminently acceptable when one does not know how this bienseance came together--as in sense of propriety. Complex analogies will mostly come from the masses. To make analogies and connections that aid or abet in how ones sees oneself amidst the changes that occur around us requires a different mingling as well as soiling of the mind. These changes have to be grappled with as the country gets sold to the largest bidder. One must also remember that during the Emergency the elites, the educated, the business houses, and ones with good jobs all supported it. It was people like my Dad who managed to flee from a sterilization van on a Mumbai street after escaping but not without staring in the face the spectre of Shri Vasectomy or should that be Bhesechthomy. We have all ended up on various paths, and truly with vastly different experiences. Dad must be smiling--in fact howling with laughter in the form of a cloud while we debate global warming. Man this is funny. I wish my brothers woudl howl with laughter too at whatever comes in their path. Coudl say more but must stop before I get too martial, contra-religious, or even pleasantly sexual--and risk this post not making it to Goanet. But life is short and waking on the razors edge is an art. Only those who can see outside our censorious existence while living within it, can create a different head space. Those in our higher institutes or education are not taught to see. It comes from within and in some cases a bit of it may be taught--as in a course on Social Change. I believe as a non-psychologist the Miller Analogies Test was applied on the streets of Mumbai, the answers will be devastating emotionally to those who believe in their superiority for a myriad of reasons. I believe that both Eddie and Frederick are making very valid points - which do not have to be mutually exclusive. Eddie's first point is an universally accepted (in democratic countries) that a Law should not penalise a person for an act done (in good faith) before the law (which now places sanctions against it) came into effect. Eddie's second point is not necessarily in tandem with the first - as 'grandfathering' is different from 'penalising'. FN's point is also one which is discussed and dissected all over the world where the local (tax paying and working the soil) population are disadvantaged by the greed of the speculators and investors. These alleged 'investments' do not necessarily benefit the locals commensurate to the amount the locals are expected to pay in terms of the increase in the cost of living and cost of owning a simple home. FN makes a very good needs-based-buying point. I personally believe that Goans need to look again at those tourist facilities which inordinately push the cost of staple food (eg Fish) out of the reach of the 'sons of the soil' who toil on the soil, and also this speculative Second or Third Homes stuff which are built by destroying the Goan greenery and environment. I was appalled when I last saw the concrete poured in an ugly format - all over Calangute to Baga, Betim and Verem, Bambolim and Navelim. (I am sure there are other areas of wanton destruction). Some countries have 'equalised' the economic balance by increasing the taxation on non-resident or non-primary homes. They have also increased the taxes payable on homes owned by non-nationals. They have then ploughed back these taxes into the local economy and infrastructure eg roads, hospitals, schools etc.. Taxes on non-resident owned or non-primary-residence property can legally be increased at any time - as long as the taxes are not retrospective. The non-primary residence-tax will affect ALL speculators including Goans. Wonder how many politicians will go along with this measure. When it comes to human health and safety, patriotism, nationalism, ideology and politics should play no role. Economics should play only a secondary role. It is should be primarily, if not entirely, about how best to prevent and cure illness, and promote health. If the providers of a preventive or therapeutic approach cannot validate it using modern rational and empirical methods, and proper statistical tests then it should not be accepted as an alternative method by any public health institution. The only exceptions to this would be when an illness is shown by standard scientific tests to be substantially psychological, intractable or terminal. Isn't it strange that nobody sheds a single tear for the many Goans-in-Goa who can't afford to buy a home after working hard their full life here? And the expat/foreigner/non-resident buying of homes is only pushing up speculation (not need-based buying) in the unreal real estate sector. Alfred Tavares' one liner about 1963 brings back some memories on this cool and pleasant afternoon, made temperate by light showers that are a welcome relief to the past three hot summer days in Toronto. Funny about May 1963 when the news of Nehru's death spread like wildfire in Goa. That was the time remember, when the only reliable source of news was the Times of India that flew into Goa in the afternoons. Reliable for the Bombaycars I mean. Bombaycars would not usually read the local Navhind Times or other dailies if they could help it. A minor malaria epidemic was spreading in Goa. I was there on the usual annual vacation and I saw NMEP wriiten all over Margao walls. This was the acronym as I discovered later for the National Malarial Epidemic Prevention program. When I asked my cousin Bush (Joao Xavier MIranda) what that meant, the cheeky bugger told me Nehru Moron Etolo Portugues (the Portuguese will return when Nehru dies). What a pity Bush that Nehru melo pun Portugues pottun eunk nam. Of course Bush profited much from the non-return of the Portuguese. Instead of being a mere empregado (clerk) in Banco National Ultramarino or some such Portuguese colonial enterprise, he is now Goa Manager for Condor Air, the German charter airlines that flies thousands of European tourists to Goa every summer. For the first time I agree with F.N. (Fredrick Noronha) that nobody cares about the indigenous Goans who cannot afford to buy their own homes in Goa. After working hard all their life in Goa. It is the Brits and Bharatis who come down from Mumbai and Delhi and buy all these ancestral homes and pay over the odds which the native Goans cannot match. In fairness I would rather have a Brit as my neighbour in Goa rather than a Bharati for I know a Brit would keep the place clean and tidy.
